NEW BUSINESS  8.

COMMITTEE MEMORANDUM

TO: Finance and Economic Resiliency Committee Members

FROM:
Jimmy L. Morales, City Manager

DATE: October 23, 2020

SUBJECT:DISCUSS FUNDING A NEW YEAR'S EVE FIREWORKS SHOW AT COLLINS PARK

HISTORY:

Traditionally New Year's Eve means a night sky full of fireworks at midnight.

The Collins Park Neighborhood Association would like the City to consider funding New Year's Eve fireworks in Collins Park to activate the park and engage neighborhood residents, businesses and visitors.

Currently, the City supports and funds the Ocean Drive Association New Year's Eve fireworks programming on Ocean Drive/Lummus Park Beach, at a cost of approximately $33,000.

The Ocean Drive Association's New Year's Eve fireworks are visible throughout the City of Miami Beach and as far as the Brickell, Downtown and Edgewater neighborhoods of Miami.

However, the Collins Park Neighborhood Association would like to incorporate fireworks in Collins Park as well.

ANALYSIS:

It is estimated that a small fireworks display in Collins Park, for 10 minutes, would cost approximately $12,000- $20,000, and for a 15 minute show, the cost would be approximately $16,000 - $28,000.

The length and proximity of the show, to the public, would require direction and approval of the Fire Department - to ensure the display is performed in a safe manner.

CONCLUSION:

Though the Administration believes celebrating New Year's Eve is a City of Miami Beach  tradition that our community enjoys, it may be prudent to determine if the Ocean Drive Association will host fireworks this December 31st and if so, whether the Ocean Drive fireworks are visible to the Collins Park neighborhood.

Likewise, given the impact of COVID-19 on the City budget, the cost of an additional display of fireworks, including the cost of ensuring safety and social distancing measures are in place and adhered, and the utilization City services required to protect fireworks viewers and the general community, on a well celebrated evening, weigh heavily in the feasibility and execution.
