DISCUSSION REGARDING THE NORTH BEACH REGIONAL PARKING PLAN RECOMMENDATIONS


HISTORY:

 

On February 3, 2020, the Neighborhoods and Quality of Life Committee (NQOL) discussed Item No. 13 on their agenda, entitled, “North Beach Regional Parking Analysis – Walker Consultants.

 

Walker Consultants was engaged to perform the subject analysis and their recommendations were presented to the NQOL at its July 15, 2020 meeting. The below items were also discussed, including strategies and timelines for implementation:

 

1.    Angle Parking – Efficiencies

2.    Potential Share Use Agreement – Private Parking Facilities

3.    Valet Parking Option

4.    Vacant Municipal Land – Parking - the City’s vacant parcels on Collins Avenue between 84th and 86th Streets

ANALYSIS

 

Angle Parking – Efficiencies

 

The NQOL committee recommended going forward with the angle parking initiative and this recommendation was presented to the City Commission for acceptance on October 14, 2020.

 

Potential Share Use Agreement – Private Parking Facilities

 

The Walker report identified the CVS pharmacy located at 7400 Collins Avenue as a possible location for a shared use agreement.  Economic Development reached out to CVS management.  They confirmed they are not interested in a shared use agreement.

 

The Planning Department was contacted for information on any underutilized parking in the area.  They confirmed there are currently no identified private underutilized lots in the area.

 

Valet Parking Option

 

The City’s valet vendor provided a proposal for valet service.  The intent is to provide affordable valet service at self-parking prices.  This service would be partially funded through the Ocean Terrace Agreement. 

 

Vacant Municipal Land – Parking - the City’s vacant parcels on Collins Avenue between 84th and 86th Streets

 

The temporary use of the vacant lots at 86th Street and Collins Avenue for valet parking storage was discussed.  In addition to valet storage, self-parking would be provided at these lots as remote employee parking serviced by City trolleys.  By providing remote employee parking, on-street spaces would be available for customer use with time limits to promote short-term parking. Residents expressed concern over the use of the vacant lots but as proposed this would be a temporary solution during construction.

CONCLUSION:

The Administration recommends that the Committee approve pursuit of temporary utilization of the vacant west lots during construction activity at Ocean Terrace and the construction of the parking garage on 72nd street
