SUBJECT:DISCUSSION REGARDING THE STORMWATER GENERATOR ON PALM ISLAND.


ANALYSIS

The purpose of this memorandum is to provide the timeline and background for the generator design and installation for Palm & Hibiscus Islands Right-of-Way Infrastructure Improvement Project.

On December 9, 2015, the City Commission adopted Resolution No. 2015-29243 approving Amendment No. 3 to the Design Build Agreement with Lanzo Construction Company of Florida (Lanzo) to commence with the construction of Palm & Hibiscus Island Right-of-Way Infrastructure Improvement Project. The scope of work for the project consisted of streetscape improvements, sanitary sewer lining, water main, new storm water conveyance system, three (3) pump stations with extensive stormwater pre-treatment and flow control, manatee grates for the outfalls and undergrounding of overhead utilities within Hibiscus Island. Generators were not a part of the original scope of work for this project.

On May 16, 2018, at the request of the Palm and Hibiscus Homeowners Association (HOA), the City Commission discussed the addition of permanent generators, to provide auxiliary power to the stormwater pump station for the Islands. At that meeting, it was agreed that permanent auxiliary generators should be provided for the three (3) pump stations (two within Palm Island and one for Hibiscus Island) as part of the current project. Administration was directed to obtain pricing from the Contractor.

On July 25, 2018, the City Commission adopted Resolution No. 2018-30444 authorizing the City Manager to negotiate and issue Amendment No. 4 for the not-to exceed amount for $1,951,208 plus $195,121 owner’s contingency for the total amount of $2,146,329, for design, permitting and installation of the auxiliary power bi-fuel generators for the three (3) pump station locations.

On July 25, 2018, the City Commission adopted Resolution No. 2018-30426 adopted the Seventh Amendment to the 2017/18 Capital Budget adding funding for the generators for Palm & Hibiscus Islands.

On March 21, 2019, in a meeting between the CIP Director, CIP staff and representatives from the HOA, it was agreed that the location for the generators were going to be reviewed and approved by certain board members and the property manager.

On April 1, 2019, CIP staff met with HOA representatives to review the location of the two generators for Palm Island. The two locations as well as the size of the generators (25 feet long x 12 feet wide and 14 feet long) where discussed and the locations were approved.

The board member that was to review the Hibiscus Island generator location, was not available to attend the April 1, 2019 meeting. However, CIP staff met at different times and communicated via e-mails with the board member, providing design, location information and discussing the available options.

On October 22, 2019, the permanent generators for the pump stations were delivered to the jobsite and Lanzo commenced their installation. The two generators for Palm Island are installed. The Hibiscus Island generator was brought on site. However, it has not yet been installed. On April 21, 2020, the HOA, submitted correspondence to the city confirming that the proposed location for the generator in Hibiscus Island has been accepted. See Exhibit A for picture of the generator at the west end of Palm Island.

The landscaping design for the Palm and Hibiscus Islands medians were developed by Craven Thompson and Associates. The landscaping for the Palm Island median has been completed. In the interest of continuity of design, the same consultant is designing the landscaping to conceal the generators.

On September 8, 2020, Craven Thompson submitted to the City the completed landscape design to conceal the generators in Palm and Hibiscus Islands. The landscaping design for the three (3) locations was reviewed by the HOA; however, the proposed landscaping (Exhibit B), to conceal the generator in the west Palm Island roundabout was not approved. Due to the many utilities under and above ground, the larger and additional trees requested by the HOA cannot be installed. Staff is evaluating alternative solutions for this location, such as applying a vinyl wrap, similar to those used on automobiles to further conceal the generators.
