SUBJECT:DISCUSSION REGARDING IMPLEMENTING YEAR-ROUND FAMILY-FRIENDLY ACTIVATION IN LUMMUS PARK/OCEAN DRIVE AREA

HISTORY:

Lummus Park is entrenched in history, providing not only a visitor attraction or pass through to the beach, but also serving as a revered mecca for many of our residents. There is something for everyone, including a children’s playground, fitness areas, restrooms, sand volleyball courts, welcome center and iconic attractions ideal for photo opportunities.  Lummus Park has constant activities, ranging from passive to active.   

In recent years, the City significantly increased the resources allocated for Lummus Park.  Those enhancements include the transformation of Muscle Beach South Beach into a revitalized social hub that colorfully melds fitness and art; incorporation of retired lifeguard towers into the park; modernized holiday lighting offerings; refreshed the iconic park sign on Ocean Drive; implemented various landscape projects; instituted daily Park Ranger coverage; assigned dedicated custodial workers during weekends and high impact periods; and increased maintenance and cleanliness staff.

Earlier this year, the City purchased a portable stage (Show Mobile).  The stage was deployed during Spring Break 2020, and was well received by the public.  Future deployments are anticipated at Lummus Park, which will create positive, artistic gatherings adding to the city’s cultural offerings.  In addition, by end of October 2020, an additional performance locker will be installed at Muscle Beach South Beach, further expanding fitness offerings.

Thinking forward, the City is currently in the early stages of the development of a master plan for Lummus Park.  The plan will include critical infrastructure elements funded through the 2018 General Obligation Bond (GOB), that includes upgrades to landscaping and sod, integration of a smart irrigation system, pathway improvements, new way finding signage and additional tree plantings.  Along with those elements, the designer will be tasked with creating a holistic, comprehensive master plan that incorporates social/cultural plazas, additional “kid” zones, lush landscaping, and further connecting the park with Ocean Drive.  The master plan will be inclusive of and congruent with the paradigm shift underway for the Art Deco Cultural District.
