| | SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO NEGOTIATE NO. 2020-191-ND, FOR MANHOLE, STRUCTURES, AND CURED-IN PLACE REHABILITATION AND INSPECTION SERVICES, AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO SIMULTANEOUS NEGOTIATIONS WITH NATIONAL WATER MAIN CLEANING CO., AS THE TOP RANKED PROPOSER; VORTEX INFRASTRUCTURE SERVICES LLC, AS THE SECOND RANKED PROPOSER; AND ENVIROWASTE SERVICES GROUP, INC., AS THE THIRD RANKED PROPOSER; AND FURTHER PROVIDING THAT THE FINAL SELECTION AND APPROVAL OF A CONTRACT SHALL BE SUBJECT TO THE PRIOR APPROVAL OF THE MAYOR AND CITY COMMISSION. |

| | The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the resolution accepting the City Manager’s recommendation pertaining to the bids received, pursuant to ITN 2020-191-ND, for manhole, structures, and cured-in place rehabilitation and inspection services. |

| | | | | | | | BACKGROUND/HISTORY
| The City of Miami Beach owns and operates its water, wastewater and storm water infrastructure. In recent years the need to rehabilitate sewer and stormwater infrastructure has become a priority in order to maximize the useful life of the assets and reduce inflow and infiltration. The Operations Division of the Public Works Department has identified multiple locations where manholes, structures and gravity mains require rehabilitation. The envisioned services may include but are not limited to manhole and structure rehabilitation; cured-in-place pipe rehabilitation for sewer and stormwater lines; circuit television inspection (CCTV); trenchless point repairs; and pipeline and manhole condition inspection/reports. In order to consider the best products and methodologies that may be available in the market, an invitation to negotiate is proposed. The ITN was issued with the goal of seeking proposals from qualified firms with whom the City can negotiate and agreement for well and manhole rehabilitation. The City will evaluate the best combination of products and methodologies proposed by the shortlisted firms and negotiate a contract with the proposer(s) deemed to be in the best interest of the City. The draft contract shall be submitted to the City Commission for approval.

| | | | | | | | ANALYSIS
| On June 24, 2020, the Mayor and City Commission authorized the issuance of Invitation to Negotiate (ITN) 2020-191-ND for Manhole, Structures, and Cured-In Place Rehabilitation and Inspection Services. On June 25, 2020, the ITN was issued. A voluntary pre-proposal conference to provide information to proposers submitting a response was held on June 30, 2020. Two addenda were issued. The Department issued bid notes to 7,771 companies utilizing www.bidsync.com website. 84 prospective bidders accessed the advertised solicitation. ITN responses were due and received on July 28, 2020. The City received a total of eight (8) proposals from the following firms:
• BLD Services, LLC
• Envirowaste Services Group, Inc.
• Granite Inliner, LLC
• Hinterland Group, Inc.
• Insituform Technologies, Inc.
• Miller Pipeline, LLC
• National Water Main Cleaning Co.
• Vortex Infrastructure Services, LLC
The proposals from Insituform Technologies, Inc. and Miller Pipeline, LLC were deemed non-responsive for failure to meet the minimum qualifications requirements of the ITN and were not considered further.
On July 29, 2020, the City Manager appointed the Evaluation Committee via LTC # 269-2020. The Evaluation Committee convened on September 18, 2020, to consider proposals received. The Committee was comprised of Mariana Evora, Civil Engineer II, Public Works Department; Patricia Rendon, Civil Engineer II, Public Works Department; and Mina Samadi, Senior Capital Projects Coordinator, The Office of Capital Improvement Projects.
The Committee was provided an overview of the project, information relative to the City’s Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the ITN. The evaluation process resulted in the ranking of proposers as indicated in Attachment A.
A summary of each top-ranked firm follows:
National Water Main Cleaning Co.
National Water Main Cleaning Co. (National Water Main), a Carylon Company, is headquartered in Kearny, New Jersey, with offices in Canton, Massachusetts; Rocky Hill, Connecticut; Buffalo and Utica, New York; and Loxahatchee Groves, Florida. It specializes in the inspection and planned maintenance of sewer and water mains and has a long track record of success providing the expertise, equipment, technology, and training to quickly, safely, and reliably take on any infrastructure challenge.
Vortex Infrastructure Services, LLC
Founded in 2015, Vortex Infrastructure Services, LLC (Vortex) is a collection of business segments with both national and international footprint. As both a horizontally and vertically integrated business, it executes on its vision of providing a comprehensive suite of solutions that deliver quality engineered solutions, products, and services that improve the efficiency, safety, and long-term reliability of its client’s assets. Finally, Vortex is strictly focused on developing trenchless construction technologies, products and application systems to cost- effectively repair, renew or replace failing water, sewer and storm infrastructure.
Envirowaste Services Group, Inc.
Envirowaste Services Group, Inc. (Envirowaste) has more than 20 years’ experience in service, support, and consultation of the storm and wastewater infrastructure industry. Envirowate regularly performs an array of manhole rehabilitation services including repair, recoating, and when required, replacement. Finally, it has become a recognized leader in storm and sewer cured-in place pipe lining for a wide range of municipal clients and maintains a full-time dedicated crew for this specialized work.

| | | | | | | | CONCLUSION
| After reviewing the qualifications of each firm and having considered the Evaluation Committee’s rankings and commentary, I concur with the Evaluation Committee and find that National Water Main Cleaning Co., Vortex Infrastructure Services, LLC, and Envirowaste Services Group, Inc. submitted the top proposals. These firms demonstrated the highest degree of qualifications. I also concur with staff's recommendation that the city negotiate with the top three firms to finalize the scope and costs of an agreement. Some of the highlights of the qualifications of the three top ranked firms include:
National Water Main Cleaning Co.
• The firm Is a well-known company that has a long-standing relationship with the City of Miami Beach and is the City’s primary vendor for Stormwater and Sewer System cleaning maintenance and emergency services.
• The firm is a leader in pipe rehabilitation in the North West and offers products such as Insituform which were installed in the City during the 90’s and have proven durable.
• The firm highlighted its relevant experience working in Broward and Palm Beach County, which have similar subsoil conditions as that of the City.
• The firm demonstrated its strength in the installation of UV lining technology, which may result necessary in the City considering the groundwater conditions.
Vortex Infrastructure Services, LLC
• The firm Is a national leader in the industry of manhole/structure rehabilitation.
• The firm’s focus is strictly on trenchless construction and rehabilitation of water, sewer and stormwater systems.
• The firm and its affiliated companies manufacture and install their own product.
• The firm offers a vast variety of products including multiple lining and coating solutions; allowing for more rehabilitation options. Some of which have been previously tested in the City and have proven to work efficiently.
EnviroWaste Services Group, Inc
• The firm has a long-standing working relationship with the City including the previous implementation of the City’s Sewer System Evaluation Survey (SSES) program, critical to the city for compliance with regulatory agencies.
• The firm is knowledgeable with respect to the City’s infrastructure and operations.
• The firm does not utilize subcontractors for the vast majority of their projects.
• The firm has a long record of working not only in the City but also in Miami-Dade and Broward County, which provides a valuable working experience on subsoil conditions in the South Florida Region.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the resolution authorizing the Administration to enter into simultaneous negotiations with National Water Main Cleaning, Co., as the top ranked proposer; Vortex Infrastructure Services, LLC, as the second ranked proposer; and Envirowaste Services Group, Inc., as the third ranked proposer; and further providing that the final agreement with the selected firm shall be subject to the prior approval of the Mayor and City Commission.
