SUBJECT:DISCUSS MOTION TO RECONSIDER AGENDA ITEM C7 N FROM THE JULY 29, 2020 CITY COMMISSION MEETING, REGARDING REQUEST FOR PROPOSALS (RFP) NO. 2020-007-JC FOR SECURITY OFFICER SERVICES.

ANALYSIS

Please place on the September 16th Commission agenda, a discussion regarding my Motion to Reconsider the above referenced Agenda Item from the July 29, 2020 Commission meeting, which authorized the City Manager to negotiate agreements for security officer services with 1) FPL Security Services; and 2) Security Alliance, LLC (See Resolution 2020-31331, attached as Exhibit “A” hereto).

At the July 29, 2020 meeting, the City Commission authorized the Manger to negotiate with the recommended proposers; and directed that the final negotiated contracts with the aforestated proposers come back to the City Commission for final approval.  It is my understanding from the Procurement Director that negotiations are still ongoing. 

My concern with this award recommendation is that the only requirement for the security company is that they have three roving guards.  I am concerned that this is not sufficient, as this relates to the security of our community. Additionally, I am also concerned that the background checks into the proposers may not have been as comprehensive as I would have liked, so as to ensure that the City was getting the best vendor(s) for this most important service. This brings me to the underlying conclusion, which I have had time to consider following the July 29th meeting: The City’s contract for security services is an essential, vital component of our duty to provide the public with a reasonable expectation of safety in our public spaces and facilities. To that end, I think we would be better served by rejecting all proposals pursuant to the RFP, and reissuing a new solicitation with stronger requirements.

Therefore, I would like to make a Motion to Reconsider the action taken by Resolution 2020-31331. If approved, my subsequent motion would be that the City Commission reject all proposal received pursuant to the RFP, and issue a new solicitation with more stringent criteria.

The City Attorney has advised that as I was on the prevailing side; final contracts have not been approved or executed; and that this is the next subsequent regular meeting of the City Commission after July 29, 2020, a Motion to Reconsider is timely.
