SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS, PURSUANT TO REQUEST FOR INFORMATION (RFI) NO. 2020-144-JC, FOR PRE AND POST-EMPLOYMENT MEDICAL SERVICES, WITH MOUNT SINAI MEDICAL CENTER OF FLORIDA, INC., FOR AN INITIAL PERIOD OF THREE (3) YEARS, WITH TWO (2) ONE (1) YEAR RENEWAL OPTIONS AT THE SOLE DISCRETION OF THE CITY MANAGER, NOT TO EXCEED THE AMOUNT APPROPRIATED ANNUALLY FOR THESE SERVICES THROUGH THE CITY'S BUDGETING PROCESS; AND FURTHER, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. 

RECOMMENDATION

In careful consideration of the aforementioned reasons, it is the recommendation of the City Manager that the Administration be authorized to enter into negotiations, pursuant to Request for Information (RFI) No. 2020-144-JC, for Pre and Post-employment Medical Services, with Mount Sinai Medical Center of Florida, Inc., for an initial period of three (3) years, with two (2) one (1) year renewal options at the sole discretion of the City Manager, not to exceed the amount appropriated annually for these services through the City’s budgeting process; and further authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration.

BACKGROUND/HISTORY

The City utilizes medical services provider(s) to perform pre-employment physical examinations, drug and alcohol testing, fitness for duty evaluations, return-to-work evaluations, infectious disease exposure services, and administer vaccinations to City employees. . These services are critical to the daily ongoing operations to departments citywide. The City of Miami Beach currently has an agreement with Mount Sinai Medical Center of Florida, Inc. (“Mount Sinai”) to provide medical services.

Mount Sinai has the largest physical presence of any healthcare provider within Miami Beach and have provided these occupational medical services for the City for the past five (5) years, as well as many years in the past. The City administration has consistently rated Mount Sinai as highly satisfactory in the services provided. Mount Sinai has an Occupational Health Center which has operated for over thirty-nine years. Additionally, Mount Sinai provides similar occupational medical services to other governmental entities throughout Miami-Dade and Broward Counties.

The Mayor and City Commission approved a contract with Mount Sinai pursuant to RFP 2014-127-LR which became effective February 15, 2015. The contract with Mount Sinai was set to expire on February 15, 2020. In advance of the expiration, on January 15, 2020, the Mayor and City Commission approved an extension of the agreement with Mount Sinai, on a month-to-month basis.


RFI PROCESS
Although the City may exercise its discretion to procure medical services by way of the exemption of health services provided under Florida Statutes 287.057, the Administration sought to solicit information from companies providing these services, as being in the best interest of the City. Therefore, the Administration developed a Request for Information (RFI) in order to solicit interest from prospective firms. On February 21, 2020, the RFI was issued. Over 7,000 firms were notified of the RFI via BidSync. 118 firms accessed the RFI documents. The City received three (3) responses to the RFI.

Proposals were received from the following firms:
• Mount Sinai Medical Center of Florida, Inc.;
• Occupational Health Centers of the Southwest, PA dba Concentra Medical Centers; and
• Occupational Medical Centers of America.



In conducting its due diligence, the Administration found that Mount Sinai is the only proposer with facilities on Miami Beach, which is critically important to the ongoing human resources needs of the City. Equally important is the fact that Mount Sinai is the only firm with available business operations on a 24-hours a day, 365-days a year basis on Miami Beach. Therefore, for the reasons listed above, the Administration would like to continue its successful relationship for medical services with Mount Sinai, the most qualified proposer to the City’s needs
