| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MIAMI BEACH POLICE DEPARTMENT TO PROCEED WITH THE DEVELOPMENT OF A PUBLIC SAFETY CITIZENS ON PATROL VOLUNTEER PROGRAM (CITIZENS VOLUNTEER PROGRAM "CVP"), WHICH SHALL INCLUDE THE CREATION OF A THOROUGH VETTING PROCESS FOR POTENTIAL RECRUITS, AN EFFECTIVE TRAINING PROGRAM AND APPROPRIATE POLICIES AND PROCEDURES, INCLUDING DIRECTIVES PERTAINING TO UNIFORMS, TRANSPORTATION, COMMUNICATION, AND SUPERVISION; AND FURTHER PROVIDING THAT THE CVP SHALL NOT COMMENCE UNTIL THE CONCLUSION OF THE COVID-19 PANDEMIC AND THE CORRESPONDING STATE OF EMERGENCY. |
