SUBJECT:DISCUSSION REGARDING MOTIONS PASSED BY THE PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD ON OCTOBER 2, 2019.

HISTORY:

At the October 30, 2019 City Commission Meeting, a discussion regarding motions passed by the Parks and Recreational Facilities Advisory Board on October 2nd was referred to the Neighborhood and Community Affairs Committee, now referred to as the Neighborhood and Quality of Life Committee (the “NQLC”).

 

The status of motions on LTC No. 541-2019 (Exhibit A) were addressed and motion three was separately referred to committee as a discussion item:

 

The Parks and Recreational Facilities Advisory Board recommends that the design of the Skate Park on 82 Street take into strong consideration prioritizing resiliency and sustainability efforts and that the park be a model for what we can do in the City from an environmental standpoint.

 

At the February 3, 2020 NQLC meeting, staff discussed resilient and sustainable design elements for skateparks and was directed to return to the April 2020 meeting after initiating community outreach. This item was deferred to the July 2020 NQLC meeting, due to delays caused by the Covid-19 pandemic.

ANALYSIS

At their October 2, 2019 meeting, the Parks and Recreation Advisory Board discussed the design of the 82nd street skate park. As part of the discussion, the Environmental and Sustainability Department shared ideas with the board that could be explored in the design of a resilient skate park, such as:

 

  • Incorporate natural elements like trees and native plants to help reduce stormwater runoff and filter it back into the ground.
  • Incorporate rocks to help reduce stormwater runoff and filter it back into the ground.
  • Use recycled materials, such as recycled concrete, steel, wood, metals, used tires and construction debris from cleanups around the city to build the materials for the skatepark.
  • Use pre-cast concrete pieces are prepared in an off-site factory.
  • Use art elements to provide a fun, colorful environment.
  • Use natural slopes to create elevation changes rather than importing backfill and stay above grade in areas with rock formations or troublesome soil conditions.
  • Provide a water refilling bottle station and water fountain to hydrate skaters.
  • Provide recycling and trash bins (paired and with signage).

 

Following Commission direction from the February 3rd NQLC meeting, Administration received input from the Parks and Recreational Advisory Board and the Environment and Sustainability Department. Committee members discussed the construction of cost-effective restrooms and favored the use of saltwater concrete as a design component.

 

At this time, the skate park is funded in tranche 3 of the G.O. Bond and a design for the project does not yet exist. Following the June 12, 2020 Finance and Economic Resiliency meeting, Administration was directed to identify funding for the design work in the near future, as well as consider moving the project ahead of time. 

CONCLUSION:
Discuss resiliency and sustainability efforts in the design of the skate park.
