SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SELECT, NEGOTIATE, AWARD AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND GRANT APPLICATIONS; RENEW EXISTING CONTRACTS WHICH MAY EXPIRE; AND TERMINATE EXISTING CONTRACTS, AS NEEDED, FROM THE LAST COMMISSION MEETING ON JULY 29, 2020, UNTIL THE FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 16, 2020, SUBJECT TO RATIFICATION BY THE CITY COMMISSION AT ITS FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 16, 2020. RECOMMENDATION

Approve the resolution authorizing the City Manager or designee, to select, negotiate, award and reject all bids, contracts, agreements, and grant applications; renew existing contracts which may expire; and terminate existing contracts, as needed, from the last commission meeting on July 29, 2020, until the first regularly scheduled meeting on September 16, 2020, subject to ratification by the City Commission at its first regularly scheduled meeting on September 16, 2020.

BACKGROUND/HISTORY

Annually, during the time the City Commission is in summer recess, typically between the last meeting in July and the first meeting in August, the City Manager, or designee, is authorized via Resolution to select, negotiate, award and reject all bids, contracts, agreements, and grant applications; renew existing contracts which may expire; and terminate existing contracts, as may be needed for the operation of the City. All approvals executed by the City Manager under said resolution is presented to the City Commission for ratification at its next regular meeting in September.

ANALYSIS

This item is necessary to ensure that essential services and projects continue during the period during which the City Commission is in recess. The items approved by the City Manager are generally necessary for maintenance, repair and operational (MRO) needs and may include: issuance, award, rejection of solicitations; contract approval, renewal or termination; grant applications; and other items necessary for routine business operations. 

 

 Based on the above, it is requested, that the City Manager, or his designee, be authorized to sign all contracts, agreements, and grant applications; renew any existing contracts and terminate existing contracts, as needed, from the last Commission meeting on July 20, 2020, until the first regularly scheduled Commission meeting on September 16, 2020, subject to ratification by the City Commission at its first regularly scheduled meeting on September 16, 2020.

CONCLUSION

I recommend approval of the resolution to continue and expedite the business operations of the City during the time that the City Commission is in recess. A report of all items approved will be presented for ratification at the first regular City Commission meeting in September.
