SUBJECT:DISCUSSION REGARDING THE NORTH BEACH REGIONAL PARKING PLAN RECOMMENDATIONS

HISTORY:

On February 3, 2020, the Neighborhoods and Quality of Life Committee (NQOL) discussed Item No. 13 on their agenda, entitled, “North Beach Regional Parking Analysis – Walker Consultants.

 

“Walker” Consultants was engaged to perform the subject analysis.  Their report, related Letter to Commission, and Item No. 13 of the NQOL Committee are attached for reference.

 

The following were Walker’s recommendations:

  1. North Shore – Replace Municipal Parking Lot No. P92, located at 299-72nd Street with a minimum 490+/- parking structure. Please note Walker cautions the City that the projected peak hour demand (4:00 PM only) is an additional 230 parking spaces (489 + 230 = 719) to satisfy seasonal visitor activity parking needs.

  2. North Shore – Pursue a shared public parking opportunity with an underutilized private parking lot north of 73rd Street.   

  3. North Shore Alternatives Analysis – Explore the temporary use of two city-owned unimproved parcels north of 85th Street on Collins Avenue for an estimated 300-400 public parking spaces during construction periods, including overlap periods. This coupled with the North Beach Trolley loop provides transit access from 65th Street to 88th Street, allowing appropriate connections for the north/south Collins express line. 

  4. Town Center - Retain the four small municipal parking lots (P80 – 30 spaces, located at 410-71st Street; P83, 29 spaces, located 6933 Harding Avenue; P84, 53 spaces, located at 6950 Harding Avenue; and P85, 14 spaces, located 6977 Carlyle Avenue) for public parking purposes or in the event a public/private partnership opportunity exists, pursue a development agreement that includes a public parking component maintained and operated by the City.


ANALYSIS

Upon further discussion by the Committee, the Administration received the direction to return to the Committee with a plan that incorporates the items below, including strategies and timelines (see attached) for implementation:

  • Use of vacant municipal land for parking during construction phases of the Ocean Terrace Development and 72nd Street Civic Complex.

  • Potential shared use agreements with private parking lots.

  • Valet Parking Plan/Options

  • Angle Parking (Efficiencies)

Vacant Municipal Land – Parking

 

The City’s vacant parcels on Collins Avenue between 84th and 86th Streets could be improved to accommodate interim parking options, including self-park and valet storage, during construction phases of either or both projects referenced above. These two parcels could accommodate up several hundred parking spaces.

 

This strategy may serve the City well for this and a variety of future capital projects, namely those slated through the G.O. Bond initiative.  Inevitably, other capital projects will very likely need interim parking accommodations during construction as well. This initiative would require the following:      

  • Waiver of Land Development Regulations (LDR) for Government Use (GU) zoning. A City Commission agenda item setting a public hearing and subsequent public hearing.

  • Ocean Terrace Holdings, LLC, pursuant to the Development Agreement, is required, at its sole cost and expense, to construct a gravel or stone temporary parking lot with chain link perimeter construction fencing.

Potential Share Use Agreement – Private Parking Facilities

  • A shared parking use agreement with private parking facilities in the area allows for enhanced public (municipal) parking at otherwise underutilized privately operated parking facilities. 

  • Shared revenues and expenses.

Walker and the Administration have identified a private parking lot that would serve this purpose. Currently, we are conducting outreach to the property owner to discuss a potential shared use agreement. Regrettably, follow-up on this initiative has been delayed due to the pandemic crisis. Follow-up on this initiative will take place as soon as practicable.   

 

Valet Parking Option

 

The City, through its valet concessionaire, will operate Municipal Parking Lot No. P16, located at Collins Avenue and 75th Street and P18, located 8040 Collins Avenue for valet  purposes on Saturdays, Sundays, and legal holidays or as otherwise agreed to by the Developer and the City, commencing upon the Commencement of Construction of Phase 1 of the Park/Streetscape Improvements. This will include a discounted pricing for city residents comparable to the differential pricing in favor of city residents at other city-owned parking lots.  Ocean Terrace Holdings, LLC agreed to reimburse the City for 75% of the actual, documented, out-of-pocket losses, if any, sustained by the City for such valet operations at P106 and P108, up to a maximum of $100,000.00, in the aggregate, until the later of (i) substantial completion of phase 1 of the park/streetscape improvements, or (ii) four (4) years following the effective date of the agreement. 

 

Angle Parking – Efficiencies

 

The Transportation and Mobility Department conducted a survey and analysis of converting parallel parking to angle parking between 75th Street and 87th Terrace and between Collins Avenue and Dickens Avenue/Tatum Waterway Drive/Byron Avenue. As a result, an additional 22 parking spaces may be gained by this change in parking configuration.  The following are the affected blocks:

  • 82nd Street between Collins Court and Collins Avenue – 4 parking spaces.

  • 80th Street between Tatum Waterway Drive and Byron Avenue – 4 parking spaces.

  • 75th Street between Harding Avenue and Dickens Avenue – 14 parking spaces.


CONCLUSION:

The Administration recommends that the Committee approve the North Beach Regional Parking Plan recommendations as described above and direct the Administration to continue pursuing the "Shared Use" initiative.
