1. National Endowment for the Humanities, NEH CARES, Cultural Organizations Grant, in the approximate amount of $80,000 for the STEAM Art Infusion Project.
The City Administration is requesting funds in the approximate amount of $80,000 for the STEAM Art Infusion Project which will cover partial salaries for Bass employees who manage and coordinate the STEAM Plus Program. Funds will also be used to cover program materials and support Artistic Teachers from 11 participating institutions.
The STEAM Art Infusion (the Program) mission is to strengthen the link between the community and youth by actively engaging teachers, nonprofit arts organizations, artists, school administrators, elected officials, public agencies, and children. Trained “artists in residency” instructors work, with the support of classrooms teachers, to develop and deliver creative arts programming that integrates into an academic subject area such as math, science, language arts or social studies. These artistic instructors design projects for individual classroom experiences and students create art under their direction. Projects are designed to develop student creative capacities, including imagination and critical, flexible and divergent thinking.
The City has requested funds in the amount of $80,000. No match is required.
2. U.S. Department of Homeland Security FY 2020 Assistance to Firefighters Grant Program, COVID-19 Supplemental (CARES Act) funding in the approximate amount of $165,000.
The City Administration is requesting funds in the approximate amount of $165,000 for Personal Protective Equipment (PPE) reimbursement, and immediate use costs for the Fire Department to minimize the exposure and risk of infection while providing life-saving services to the community.
The objective of the Assistance to Firefighters Grants Program is to provide funding directly to Fire Departments for the purpose of protecting the health and safety of the public and first responder personnel against fire and fire-related hazards, as well as protecting first responders against COVID-19.
Reimbursement would permit the Miami Beach Fire Department to replenish its PPE supplies which, based on current use, will be exhausted by the end of August 2020. By ensuring that the personal safety of our first responders is met, the Fire Department personnel can better serve the residents and visitors of the City of Miami Beach.
The total cost of this project is $181,000. The grant request is for $165,000 and matching funds in the amount of $16,452 will be provided from the Fire Rescue 2020/21 Operating Budget Account Numbers 011-1240-000674 and and 011-1220-000674.
3. Florida Department of Transportation (FDOT) Public Transit Service Development Grant Program, in the approximate amount of $1,250,000 for the South Beach Trolley.
The Public Transit Service Development Program was enacted by the Florida Legislature to provide initial funding for special projects. The program goal is to provide new or innovative techniques or measures that can be used to improve or expand public transit services. Service Development Projects can be for operational, capital or marketing cost.
The City Administration is applying to Florida Department of Transportation (FDOT) for the Public Transit Service Development Grant Program State Fiscal Year 2022, in the approximate amount of $1,250,000, for the operating costs of the South Beach Trolley.
This free trolley service is a reliable transportation alternative that complements the existing transit network and provides connection to regional transit routes. The South Beach Loop trolley service replaced the County-operated South Beach Local and City-operated Alton-West Loop trolley service. The total cost of operations for the South Beach Loop trolley service is $5,001,451 per year.
The grant requires matching funds in the amount of $3,751,451 and the City will fund the match portion from Account # 187-6300-000349-00-403-529-00-00-00.
4. Florida Department of State, Division of Historical Resources, Special Category Grants Program, in the approximate amount of $43,200 for the restoration of the 41st Street and Pinetree Drive Fountain.

The Department of State, Division of Historical Resources, provides funds for historic preservation. The purpose of this program is to provide funding to assist local, regional and state-wide efforts to preserve significant historic structures and archaeological sites and promote knowledge and appreciation of the history of Florida.
The fountain is a historically significant three-tiered ornamental fountain with a large ground level pool. It is located in the northern area of Liebman Square. The 41st Street and Pinetree Drive Fountain is located at a major intersection, which is on two of the City's primary arteries. Because Pinetree Drive connects the North Beach and Middle Beach neighborhoods, and 41st Street directly connects Miami Beach to the City of Miami, they are main thoroughfares and highly visited. If awarded, grant funds in the approximate amount of $43,200 will be used to restore the fountain.
The grant requires matching funds in the amount of $43,200 and the City will fund $43,200 from the Capital Renewal and Replacement Account #199-0820-000342-26-406-555-00-00-00-53318.
5. Florida Department of Economic Opportunity, Rebuild Florida Critical Facilities Hardening Program, in the approximate amount of $845,000 for the Police Headquarters; $15.7 million for Wastewater Facilities; and $16 million for Water Facilities.
The Florida Department of Economic Opportunity, Rebuild Florida Critical Facility Hardening Program assists units of general local government and state agencies to harden critical buildings that serve a public safety purpose. The program is funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Mitigation (CDBG-MIT) allocation as described in Public Law 115-123.
There are three (3) separate programs under the CDBG-MIT for local governments: 1) Critical Facility Hardening 2) Planning Support; and 3) Infrastructure. Each of the three programs have different deadlines. At this time, the City Administration is requesting approval for the submittal of applications for the Critical Facility Hardening Program, which is the first of the three programs. The projects that the Administration is submitting for the Critical Facility Hardening Program are as follows:
Miami Beach Police Station Headquarters
The existing five story garage serving the Miami Beach Police Department Headquarters located at 1100 Washington Avenue experiences regular flood, causing operational disruptions and often limiting access to critical storage areas for end users at the station. The project aims to tackle this problem by installing a dedicated manufactured odorless pump station (or MOPS), as well as executing enhancements to the existing drainage infrastructure servicing the station. Additionally, targeted drainage improvements will be executed at all five decks of the garage. These include the installation of new piping; area drains and backflow preventors. The City has requested in the amount of $845,000. No match is required.
