| The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City Manager’s recommendation pertaining to bids received, pursuant to ITB 2020-203-WG Deep Well Cleaning, Drainage System Maintenance, and Repairs. |

| | | | | | | | BACKGROUND/HISTORY
| On October 4, 2018, the City of Miami Beach (“City”) executed a Contract with Flotech Environmental, LLC. and Nation Water Main Cleaning Co. with respect to the ITB 2018-080-ND (“Contract”), for Routine and Emergency Sanitary Sewer and Storm Water Pipes Cleaning, and Closed-Circuit Television (CCTV) Inspection Services, for an initial term of three (3) years, with two (2) additional one (1) year renewal options. However, the ITB did not include the maintenance of approximately 71 stormwater pump station injection wells ranging from 120 to 150 ft. deep. The regular maintenance of these 71 injection wells is necessary to maintain proper operation. The purpose of the ITB is to secure a contractor(s) for the additional work required.

| The purpose of this bid is to establish a contract, by means of sealed bids, with qualified firm(s) to provide labor, equipment and materials for deep well cleaning and drainage system maintenance and repairs on an as needed basis for the City of Miami Beach.
ITB PROCESS
The ITB was issued on May 8, 2020, with bid opening date of May 29, 2020. The Procurement Department issued bid notices utilizing www.bidsync.com website. 53 prospective bidders accessed the advertised solicitation. The notices resulted in the receipt of three (3) responses from: EnviroWaste Services Group, Inc., Flotech Environmental, LLC and G.D. Construction LLC. See Attachment A for a tabulation of bids received.
Staff has verified that the bids submitted met the requirements of the ITB and can be considered.

| The cost associated to provide deep well cleaning and drainage system maintenance and repairs for the City of Miami Beach is subject to the funds availability approved through the City’s budgeting process. |

| | | | | | | | CONCLUSION
| The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City Manager’s recommendation pertaining to the bids received. In order to assure services are provided as necessary, it is in the City's best interest to award a primary and secondary vendor. Accordingly, the overall lowest responsive and responsible bidders, meeting all terms and conditions of the ITB, are:
- Primary Vendor - Flotech Environmental, LLC
- Secondary Vendor - EnviroWaste Services Group, Inc.
