PRESENTATION OF HISTORIC DISTRICT RESILIENCY AND ADAPTATION GUIDELINES.


RECOMMENDATION

The administration recommends that the City Commission endorse the concepts contained in the Historic Districts Resiliency & Adaptation Guidelines report and direct the administration to study legislation required to implement certain strategies and incentives identified in the report.

BACKGROUND/HISTORY

On April 26, 2017, the City Commission authorized the issuance of Request for Qualifications (RFQ) No. 2017-155-KB for Architectural and Engineering Services for Historic District Resiliency and Adaptation Guidelines (C2 C).

On September 13, 2017 the City Commission accepted the recommendation of the City Manager pertaining to the ranking of proposals, pursuant to Request for Qualifications (RFQ) No. 2017-155-KB for Architectural and Engineering Services for Historic District Resiliency and Adaptation Guidelines and authorized the Administration to enter into negotiations with Allan T. Shulman Architect, P.A., as the top ranked proposer, to serve as the Prime/Lead Consultant (R7 N).

ANALYSIS

PLANNING ANALYSIS
The Historic District Resiliency & Adaptation Guidelines report is the culmination of nearly twelve months of study and analysis of two distinct areas of the Flamingo Park and Collins Waterfront local historic districts. The boundaries of the study were determined by the administration, based on vulnerability to impacts from sea level rise. The consultant team, consisting of multi-disciplinary professionals, studied the areas utilizing a typological approach to existing buildings, landscapes and streetscapes. In addition to developing and illustrating practical strategies that property owners can take immediately to reduce flooding risks, this comprehensive study also provides a framework for future adaptation including potential zoning incentives for long term resilience.

As presented, the report establishes guidance for the City, the Historic Preservation Board and planning department staff when making decisions about adaptations and changes to buildings within the Flamingo Park and Collins Waterfront historic districts. It is anticipated that these adaptation guidelines will be able to be applied, with some modifications, to other historic districts in the City.

It is also important to note that while the guidelines include effective strategies for immediate flood mitigation, additional study will be required in order to fully evaluate potential changes to the Land Development Regulations that may be required in order to implement certain recommendations contained in the report.

HISTORIC PRESERVATION BOARD REVIEW
On October 29, 2019, the Historic Preservation Board held a special meeting to discuss the draft Historic Districts Resiliency & Adaptation Guidelines. After a presentation and public comment, the Board continued the discussion to their December 9, 2019 meeting.

On December 9, 2019, the Board reviewed and discussed the guidelines and unanimously approved a motion (6-0, 1 absent) to favorably recommend to the Mayor and City Commission, an endorsement of the concepts contained within the Historic Districts Resiliency & Adaptation Guidelines report.


CONCLUSION

The administration recommends that the City Commission:

1. Endorse the concepts contained in the Historic Districts Resiliency & Adaptation Guidelines report.

2. Refer a discussion item to the Land Use and Sustainability Committee regarding applicable LDR amendments to implement the strategies and incentives identified in the report.
