| SUBJECT: | DISCUSSION REGARDING TRAFFIC CALMING MEASURES ON SUNSET ISLANDS 1 AND 2 PER THEIR HOMEOWNERS ASSOCIATION.

| | | | | | | | HISTORY:
| In 2010, the City of Miami Beach and Miami-Dade County executed an interlocal agreement delegating the implementation of traffic calming on local streets to the City. To implement traffic calming measures, the City applies the methodology outlined in the City of Miami Beach Traffic Calming Manual. Per the manual, the following steps must be followed to implement traffic calming on a city street:

Signatures of 50% of the homeowners in the neighborhood requesting traffic calming requesting City staff perform a traffic calming study
2. City staff hires a consultant to collect the data and the analysis is performed in-house
3. If traffic calming is warranted, the traffic calming plan is presented to the neighborhood in a public hearing
4. Ballots are mailed to all homeowners in the neighborhood to obtain their approval
5. Ballots are sent to the homeowners directly affected by the proposed traffic calming device. 100% of the affected homeowners must concur with type and placement of the traffic calming device for the device to be approved and installed at the proposed location.
6. If the locations are approved as per above, staff will identify funding for the design and construction of the project.

| | | | | | | | ANALYSIS
| In 2017, at the request of the City Commission, the Transportation and Mobility Department engaged a consultant to collect speed data on streets within Sunset Islands 1 and 2 to determine if traffic calming is warranted. The 85th percentile speed (speed at or below which 85% of motorists are traveling) ranged between 20 MPH and 29 MPH (attachment). Based on this data, the posted speed limit in the islands was lowered from 30 MPH to 25 MPH. At that time, based on the low vehicular volumes and speeds collected, traffic calming was found to not be warranted.
Pursuant to recurring concerns from the Sunset Islands 1 and 2 Homeowners Association with speeding and pedestrian safety on the islands, this item was referred by Commissioner Steinberg at the January 15, 2020 City Commission meeting to the Neighborhoods and Quality of Life Committee.

| | | | | | | | CONCLUSION:
The traffic data collected by the City in 2017 is currently three years old and considered stale by traffic engineering standards. Therefore, should the Neighborhoods and Quality of Life Committee wish to pursue traffic calming measures in Sunset Islands 1 and 2, new speed and volume data would need to be collected and evaluated to determine if the current 85th percentile speed and volumes meet the warrants for traffic calming.
Pursuant to the City’s Traffic Calming Manual, either signatures from 50% of the island residents or a City Commission resolution would be required to direct staff to perform a study.
