| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AN AMENDMENT TO RESOLUTION NO. 2019-31004 EXHIBIT E, WITH RESPECT TO THE FISCAL YEAR 2020 (“FY 2020”) CULTURAL ARTS COUNCIL GRANTS BUDGET, TO SPECIFY THE EXACT AMOUNTS AWARDED TO EACH GRANTEE PURSUANT TO THE EXECUTED GRANT AGREEMENTS WITH THE CITY, FOR A TOTAL ALLOCATION OF $845,038 FOR THE FY 2020 CULTURAL ARTS GRANT PROGRAM, TO BE FUNDED WITH PREVIOUSLY APPROPRIATED FUNDS. |

| The administration recommends that the Mayor and Commission adopt this resolution to amend the Cultural Arts Council grants for FY 19/20 to reflect the savings of $4,962.00. |

| | | | | | | | BACKGROUND/HISTORY
| The Miami Beach Cultural Arts Council (CAC) was established by the Mayor and City Commission on March 5, 1997. The mission of the CAC is to develop, coordinate, and promote the visual and performing arts in the City of Miami Beach for the enjoyment, education, cultural enrichment, and benefit of the residents of, and visitors to, the City of Miami Beach. The Mayor and City Commission adopted the Cultural Arts Master Plan on June 3, 1998, identifying the following program areas for the CAC: cultural arts grants; marketing; facilities; advocacy and planning; and revenue development. Pursuant to its enabling legislation, the CAC's budget for each fiscal year shall be adopted by the Mayor and City Commission.
From January 2019 through July 2019, the Cultural Affairs staff and CAC conducted its application and review process for its FY 2019/20 Cultural Arts Grant Programs. Grants panelists, comprised of the CAC members, yielded 46 viable applications and the CAC, at its regular meeting on July 11, 2019, reviewed the grant panelists' recommendations and unanimously supported the recommended Cultural Arts awards totaling $845,038 for FY 2019/20 (Attachment 1).

| On September 25, 2019, the City Commission approved Resolution No. 2019-31004 adopting the final budgets for the General, General Obligation Debt Service, RDA Ad Valorem Taxes, Enterprise, Internal Service, and Special Revenue Funds for fiscal year 2020. This Resolution presented the Cultural Arts Council Grant awards with rounded adjustments (Attachment 2), which increased the CAC recommended amount from the accurate amount of $845,038 to $850,000, as per internal budgeting protocols. The rounding adjustments as presented in Resolution No. 2019-31004 Exhibit E resulted in 22 of the 46 grantees to receive slightly less funding than the amount recommended by the CAC and as reflected in their signed agreements. Without the resolution matching the contracted / CAC approved amounts, Tourism and Culture is unable to award grants to the grantees.The rounded adjustments versus the actual award amounts results in a savings of $4,962.00. |
