In 2004, the Sanitation Division began transitioning to the Victor Stanley litter receptacles due to their aesthetic, durability, and the fact that the Victor Stanley brand is the standard amongst many government agencies, including the City of Key West, Fort Lauderdale and Orlando. In 2014 the Sanitation Division looked to replace the older model receptacles with the new SD-42 model. The replacement of the older models was made possible by the approval of Resolution No. 2014-28734 on September 10, 2014. Resolution No. 2017-29734 further authorized the purchase and standardization of the Victor Stanley SD-42 Ironsite series litter receptacles citywide in an amount not to exceed $240,000 annually, for a period of three (3) years.

The City has about 1,265 Victor Stanley SD-42 Ironsite series litter receptacles Citywide and 20 Victor Stanley recycling receptacles in the South Beach area. The current price extended to the City of Miami Beach for the SD-42 Ironsite series litter receptacles is $1,158 and the recycling cost is $1,370. These prices reflect a five percent (5%) reduction from current prices. The cost for hot dip galvanizing of each type of the SD-42 receptacle is $378 per receptacle if purchased directly from Victor Stanley. This makes the price of these receptacles comparable and often more favorable when compared to market prices for similar products.

Additionally, Victor Stanley SD-42 Ironsite series litter receptacles have an extended life expectancy as a result of the hot dip galvanizing coating treatment that makes the surface of the litter receptacles resistant to rust. The City has also been able to extend the life of these receptacles by sand blasting and recoating them. The City continues to utilize these goods and further recommends the continued use of the SD-42 Ironsite series litter and recycling receptacles, from Victor Stanley, Inc. the sole manufacturer.

MANAGER’S DUE DILIGENCE & RECOMMENDATION

In consideration of the above, I recommend to continue the standardization of the SD-42 Ironsite series litter recycling receptacles manufactured by Victor Stanley Inc. which will improve and simplify equipment maintenance and repairs and reduce operational costs in keeping the City’s litter and recycling operations

Based on the foregoing, I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the resolution waiving by 5/7th vote, the formal competitive bidding requirements, in accordance with section 2-367 of the City Code, finding such waiver to be in the City’s best interest, and authorizing the purchase of SD-42 Ironsite series litter and recycling receptacles with the distributor, for the purpose of standardizing these litter and recycling receptacles citywide and not to exceed amount appropriated annually for these products through the city's budgeting process for an initial term of five (5) years with five (5) subsequent one (1) year renewal options.

Results from the 2019 Resident Survey show that 58% of residents rated cleanliness of streets in business/commercial areas as excellent/good. 46% rated the condition of the streets as excellent/good. And 69% of residents rated the cleanliness of streets in your neighborhoods as excellent/good. In order to continue maintaining excellent standards in this area, the City intends to continue with the purchase of SD-42 Ironsite Series litter and recycling receptacles, parts, and related items from the sole manufacturer Victor Stanley Inc. for the purpose of standardizing litter receptacles and promote cleanliness citywide.
