SUBJECT:DISCUSSION REGARDING THE LIGHTING ON ALTON ROAD BETWEEN 17TH AND 10TH STREETS.

HISTORY:

At its December 11, 2019 meeting, the City Commission approved a referral to the Neighborhood and Quality of Life Committee, to review the lighting on Alton Road between 17 Street and 10 Street.

CURRENT STATUS

The Florida Department of Transportation (FDOT) has an upcoming project involving intersection lighting improvements on Alton Road, between 6 Street and 20 Street. Alton Road is a roadway under FDOT jurisdiction. The City, in its efforts to enhance street lighting and pedestrian safety, requested that FDOT further expand their scope and convert current street lighting along the corridor to LED.

Following discussions with the City, FDOT has agreed to the request and is proposing the following:

1. Improve pedestrian lighting illumination for the Rectangular Rapid Flash Beacon (RRFB) crosswalk at 13 Street and the midblock crossing between 14 Street and 14 Court; and

2. Add additional LED lighting at the crosswalks at all the signalized intersections, including the ones on the sidestreets, and converting existing street lights to LED at the signalized intersections; and

3. Converting all the street lights on Alton Road between 6 Street and 20 Street to LED.

These proposed lighting improvements will add more light to this part of the corridor and improve pedestrian visibility for motorists. This project has a start construction date of February 2020.   Please see attached the Project Fact Sheet by FDOT.

ANALYSIS

Results from the 2019 Resident Survey show that 64% of residents rated street lighting as excellent/good. In order to continue maintaining excellent standards in this area, the City intends to convert street lights at the Alton Road corridor to LED.

CONCLUSION:
This information is presented to the members of the Neighborhood and Quality of Life Committee for consideration and further direction.
