SUBJECT:DISCUSSION REGARDING EXPANDING THE FOOTPRINT OF THE MIAMI BEACH CITY HALL EARLY VOTING LOCATION DURING THE MARCH 17, 2020 PRESIDENTIAL PREFERENCE PRIMARY ELECTION; THE AUGUST 18, 2020 PRIMARY ELECTION; AND THE NOVEMBER 3, 2020 GENERAL ELECTION.

RECOMMENDATION

The Office of the City Clerk is requesting direction regarding installing an Air-Conditioned Tent on the First Floor Breezeway of City Hall, in order to provide ample space for voter staging, accommodate the elderly and disabled voters, and provide cover from the elements for those in line during Early Voting for the March 17, 2020 Presidential Preference Primary Election; the August 18, 2020 Primary Election; and the November 3, 2020 General Election.

ANALYSIS

In 2020, Miami-Dade County Elections will be conducting three Countywide elections: 1) the March 17, 2020 Presidential Preference Primary Election; 2) the August 18, 2020 Primary Election; and 3) the November 3, 2020 General Election. Early Voting for these elections will be as follows:

During Early Voting, Miami Beach voters may vote at any of the Countywide Early Voting sites. The two City of Miami Beach Early Voting sites are located at:

In order to keep Miami Beach City Hall as a viable voting location during the 2020 County Elections, which are expected to draw large numbers of Miami Beach voters and contain lengthy ballots, the Supervisor of Election has requested that the space allocated for Early Voting at Miami Beach City Hall be expanded for the August 18, 2020 Primary Election and the November 3, 2020 General Election. The City Clerk seeks direction as to whether the Commission would like to expand the Early Voting footprint at City Hall for the March 17, 2020 Presidential Preference Primary Election,  as was done during the Presidential Primary Preference Election of March 15, 2016.

 

If granted permission by the City Commission, the City Clerk will obtain estimates to install an Air-Conditioned Tent on the First Floor Breezeway of City Hall for the 2020 Elections, in order to provide ample space for voter staging, accommodate the elderly and disabled voters, and provide cover from the elements for those in line. For the 2020 Countywide Elections, the Elections Department is planning to double the number of check-in stations and ballot on demand printers, and place at least 50 privacy booths for the August 18, 2020 Primary Election and 100 privacy booths for the November 3, 2020 General Election. The tent to house this extra equipment would be installed approximately one week prior to the commencement of the Early Voting cycle.  

 

Miami Beach previously expanded the Early Voting footprint at Miami Beach City Hall during the Presidential Primary Preference Election of March 15, 2016, the Primary Election of August 30, 2016, the General Election of November 8, 2016, and the November 6, 2018 General and Miami Beach Special Elections.  

 

The cost incurred in 2018 to expand the Early Voting footprint for November 6, 2018 General and Miami Beach Special Election was:

CONCLUSION

1.     The City Clerk seeks direction as to whether the Commission would like to expand the Early Voting footprint at City Hall for the March 17, 2020 Presidential Preference Primary Election, as was done during the Presidential Primary Preference Election of March 15, 2016. If so, an estimate will be obtained and brought forth for the Commission's consideration at the February 12, 2020 Commission meeting.

 

2.     The City Clerk seeks approval to expand the Early Voting footprint at City Hall for the August 18, 2020 Primary Election and the November 3, 2020 General Election, as requested by the Supervisor of Elections. If such approval is granted, an estimate will be obtained and brought for the Commission's consideration.
