OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A PERPETUAL EASEMENT AND
RELATED DONATION OF PROPERTY TO THE FLORIDA DEPARTMENT
OF TRANSPORTATION, IN THE FORM ATTACHED TO THIS RESOLUTION
AS COMPOSITE EXHIBIT "1," IN FAVOR OF THE STATE OF FLORIDA
DEPARTMENT OF TRANSPORTATION ("FDOT"), SAID EASEMENT
HAVING APPROXIMATELY 192 SQUARE FEET, TO BE LOCATED ALONG
COLLINS AVENUE, AT 36TH STREET, FOR THE PURPOSE OF
INSTALLING AND MAINTAINING A NEW MAST ARM, THAT WILL
SUPPORT RAPID FLASHING BEACONS; SAID EASEMENT LYING
WITHIN A PORTION OF LOTS 5 AND 6, BLOCK 23, OF THE AMENDED
MAP OF THE OCEAN FRONT PROPERTY OF THE MIAMI BEACH
IMPROVEMENT COMPANY, RECORDED IN PLAT BOOK 5, AT PAGE 8.

| | | | | | | | BACKGROUND/HISTORY
| In 2016, the City of Miami Beach Commission adopted the Transportation Master Plan which prioritizes pedestrians over all other modes of transportation. Since the adoption of the Transportation Master Plan, the City of Miami Beach has continued to work with jurisdictional agencies to advance pedestrian projects throughout the City.
At the request of the City, the Florida Department of Transportation (FDOT) is planning a road improvement project on A1A/CoIlins Avenue. This project consists of the installation of mid-block pedestrian crossings with overhead Rectangular Rapid Flashing Beacons (RRFB) at three (3) locations along SR A1A/CoIIins Avenue within the City of Miami Beach boundaries, in Miami-Dade County. The crosswalks are to be located to the south of 36th Street, to the south of 83rd Street, and to the south of 87th Street.
Additional improvements included in the project are ADA improvements and additional signage to complement the proposed crosswalk locations, milling and resurfacing of the existing pavement, updating the pavement markings to match current standards, and lighting enhancements.

| | | | | | | | ANALYSIS
| In order to complete this project, FDOT is requesting the donation of the following Easement Parcels, owned by the City, pursuant to Section 337.25 of the Florida Statutes:
• 800 (south of 36th Street), having approximately 192 square feet, to be located along Collins Avenue, at 36th Street, for the purpose of installing and maintaining a new mast arm, that will support rapid flashing beacons; said easement lying within a portion of Lots 5 and 6, block 23, of the amended map of the ocean front property of the Miami Beach Improvement Company, recorded in Plat Book 5, at page 8.
• 801 (south of 83rd Street), having approximately 168 square feet, to be located along Collins Avenue, at 83th Street, for the purpose of installing and maintaining a new mast arm, that will support rapid flashing beacons; said easement lying within a portion of Lot 1, block 17, of the corrected plat Altos del Mar No. 1, recorded in Plat Book 31, at page 40.
• 802 (South of 87th Street), having approximately 214 square feet, to be located along Collins Avenue, at 87th Street, for the purpose of installing and maintaining a new mast arm, that will support rapid flashing beacons; said easement lying within a portion of lots 1 and 2, block 12, of the Altos del Mar subdivision number. 2, a subdivision of part of Gov’t lot 1, Sec 2, T 53 S, R 42 E, recorded in Plat Book 4, at page 162.
The easements requested by FDOT will allow for access for installation of the proposed devices and perpetual access for future maintenance. Given that the project promotes safe pedestrian crossings at areas of need, the City's Public Works and the Transportation Departments are in agreement with the easement donations and present the item to the full Commission for approval.
Results from the 2019 Resident Survey show that 33% of residents rated crossing an intersection in the city as being very safe or safe; 74% of residents were concerned or dissatisfied with pedestrian safety; and 14% of residents ranked there being Insufficient signage/poor signage, when crossing the street at an intersection. In order to improve this area, the City intends to enhance pedestrian safety by including the installation and maintenance of a new mast arm, that will support rapid flashing beacons. |
