SUBJECT:REFERRAL TO THE DECEMBER 20, 2019, FINANCE AND CITYWIDE PROJECTS COMMITTEE TO DISCUSS THE PROJECT BUDGET, SCOPE AND FUNDING BY VORNADO REALTY TRUST (VORNADO) FOR THE IMPROVEMENTS OF 1100 BLOCK OF LINCOLN ROAD.

BACKGROUND/HISTORY


ANALYSIS

On February 9, 2015, consultant James Corner Field Operations (JCFO), commenced work on the development of the “Lincoln Road District Master Plan” (the Project), to serve as the basis for future improvements on Lincoln Road, from Lincoln Lane North to Lincoln Lane South, and from West Avenue to Collins Avenue, as well as the connecting side streets. This master plan is also geared towards developing a vision for its future, boosting its status as a world class city, and as a pedestrian destination that embodies the unique style and culture that defines Miami Beach.

 

On July 31, 2019, the Mayor and Commission approved Resolution 2019-30934 authorizing the Administration to proceed with the bidding and construction phases of the Project utilizing a combination of scope reduction and additional funding of $16.26 million to close the funding gap.

 

On August 13, 2019, Vornado Realty Trust (Vornado) submitted a proposal developed in line with the Project for a new scope encompassing modifications to the 1100 Block, located between Lenox Avenue and Alton Road, currently excluded from the JFCO project scope with the City of Miami Beach.

 

The scope of work under this proposal includes revising the outdoor café seating, revisions to planters, landscape, visibility to retail spaces, signage, and incorporation of custom bollards for security purposes reflective of the design in the approved Project.

 

 

Vornado has requested to contribute the full amount associated with the design and construction of the new scope of work proposed for the 1100 Block on Lincoln Road. This scope of work was not included in the original proposal by JFCO. To date the cost for design documents is approximately $103,000, construction costs are yet to be determined.

 

Staff is working on a financial agreement with Vornado to amend the existing contract with JCFO to include the new scope of work proposed.
