SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING MAYOR DAN GELBER TO APPOINT KATHIE G. BROOKS AS THE CITY’S PRIMARY REPRESENTATIVE AND JOSE R. GONZALEZ AS AN ALTERNATE TO THE COMPETITIVE SELECTION COMMITTEE FOR THE MIAMI-DADE COUNTY BEACH CORRIDOR TRUNK LINE REQUEST FOR PROPOSALS. 

RECOMMENDATION

The Administration recommends that the Mayor and City Commission authorize Mayor Dan Gelber to appoint Kathie G. Brooks as the City’s primary representative and Jose R. Gonzalez as an alternate to the Competitive Selection Committee for the Miami-Dade County Beach Corridor trunk line request for proposals.

BACKGROUND/HISTORY

Miami-Dade County advertised competitive Request for Proposals (RFP) No. RFP-01353 on September 17, 2019, to select a proposer to provide a rapid mass transit solution for the Beach Corridor trunk line. The County is establishing a Competitive Selection Committee (CSC) to evaluate proposals received in response to the RFP. The CSC is to be comprised of County staff and representation from key stakeholders, including the City of Miami Beach.

 

The County has requested that the City appoint a primary representative and an alternate to serve on the CSC for the Beach Corridor Trunk Line Request For Proposals (attachment).  

ANALYSIS

Kathie Brooks is a resident of Miami Beach and served as budget director, assistant city manager, and interim city manager prior to her retirement from the City in June 2019.   The Transportation and Mobility Department was among the various departments under her purview as assistant city manager.  Additionally, Ms. Brooks worked for Miami-Dade County in both transportation and budgetary capacities for many years prior to her employment with the City of Miami Beach.

 

Jose R. Gonzalez, P.E. has been the City’s Transportation Director for over five years and is also a resident of Miami Beach.  He served as Transportation Manager in the City of Miami and previously worked for the Florida Department of Transportation District Six.  Mr. Gonzalez has been representing the City's interests on the Beach Corridor rapid transit project for some time and is familiar with the request for proposals and the technical studies for the project.
