The TOPS Program was created to provide an extra tool for entertainment district businesses to access off-duty police personnel to further deter crime and bolster the area's safety. As per the attached LTC from the City, the City secured TOPS funding to pay for a supervisor that would oversee the off-duty officers for a minimum of 3 or 4 establishments. However, the businesses (except Mango's) have not yet made use of this program nor have they contributed to its funding.
Recent discussions with ODA leadership have confirmed their commitment to the program and willingness to fully participate.
This item asks that the committee review the current status of this program, identify why the businesses have not been participating, and find ways to remedy the issue.
