Please place on the October 16, 2019 Agenda, a discussion to direct City Administration to implement a policing plan in light of recent crime activity to include:

a.     Increase the visibility of police officers and code enforcement officers in areas with recurring crime against pedestrians; 

b.     Deploy police officers by foot and bicycle in busy pedestrian areas not limited to Ocean Drive, Collins Avenue, Washington Avenue, West Avenue, Lincoln Road, 41st Street, and Normandy Drive;

c.     Engage in proactive encounters with known repeater offenders in the community; and,

d.     Establish a reduced speed limit and open window policy for police officers patrolling residential areas in marked vehicles when not responding to calls for service.
