Presently, the City of Miami Beach (the “City”) operates a citywide physical access control security system (hereafter referred to as “access control system”), which is at the end of its useful life, and requires replacement. The current system's primary function is granting door and facilities entry access by way of approved card credentials, thereby limiting physical access to buildings, offices, rooms, personnel, and City assets, as well as establish access rights. By way of this RFQ, the City intends to solicit proposals from qualified access control system providers in order to negotiate a agreement for a replacement system that is robust and customizable, in order to meet the current and future needs of the City’s facilities infrastructure. Additionally, the City will require routine and emergency services for the ongoing maintenance of the system.

In order to achieve the level of expertise required for the development of the RFQ, the Administration utilized Burns & McDonnell Engineering Co. Inc. under Contract # 2016-139-WG, Access Control Security System Consultant. The Consultant provided initial and final drafts of the scope of work, technical specifications  and functional requirements for the RFQ. In addition, the Consultant provided technical review and feedback related to questions pertaining to the content and measureables of the RFQ. Therefore, in order to consider the qualifications of interested parties and evaluate best in class system options, the City is issuing this RFQ.  

Through this RFQ, it is the City’s intent to accomplish the following goals:

A) Select a Citywide Security Access Control System (hardware, software, and maintenance): The selected access control system shall provide, including but not limited to, an infrastructure of connected card readers, credentialed users, door locks, control panels, and alarms. The selected access control system will be integrated citywide in order to provide secure electronic door access to various City facilities. In response to this RFQ, prospective Proposers may submit Proposals outlining its qualifications for the City’s desired access control system and services which includes the following: access control software, system planning and integration, administration, credential management, hardware, training, support, maintenance, and ancillary product options;  

B) Pursuant to the selected access control system, the City may standardize the respective access control system; and

C) Following the standardization, the City may prequalify manufacturers and/or authorized contractors for future installation/integration and/or maintenance work.

Following receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ.
