SUBJECT:DISCUSSION REGARDING CIRCUIT FESTIVAL MIAMI

HISTORY:

The Circuit Festival is organized by a nightlife promoter from Barcelona Matinee Group.  With a twenty year history, this company is noted for producing events such as Circuit Festival, La Leche! Festival, Matinee Easter Weekend, Girlie Circuit Festival and Matinee Summer Festival, as well as the Matinee World Tour, and is present in over 50 countries worldwide.

Circuit Festival Barcelona, claimed to be the World’s biggest international gay event, has joined forces with Miami Beach party producers, who collectively were responsible for major events at Winter Party Festival and the White Party Week as well as Miami  Beach New Year’s Party and Urge Miami, to produce the only official Circuit Festival in the USA - Circuit Festival Miami.

Circuit Festival Miami takes place, in Miami Beach, during the Thanksgiving weekend and includes five (5) large nighttime events and at least three (3) daytime parties, including a beach party.

In 2018, Luis Morera, from Urge Miami, produced Circuit Beach Party at 12th street in Lummus Park beach and the following fees were assessed for the event.

Circuit Part Fees:

Application Fee

$ 250.00

Permit Fee

$ 500.00

Square Footage Fee

$ 7,730.00

7% Sales Tax

$ 541.10

Vehicle Beach Assess

$ 1,800.00

User Fee

$ 1,737.00

Police Admin

$ 838.00

Total

$ 13,396.10

ANALYSIS:

Should Circuit Festival apply to take place during the 2019 Thanksgiving weekend and seek to do exactly what they did in 2018, the types of fees would be the same and the event would be subject to current City fee amounts.

To date, an application for 2019 has not been submitted for Circuit Festival, so the administration is unable to determine the actual fees that would be relevant.

The administration would request additional information regarding hotel room blocks and marketing efforts on behalf of the organization to better understand the economic impact of the event on the local economy.

The administration believes this event has a very positive local benefit to the LGBTQ community, and you would like to research further.

CONCLUSION:

The administration would like to meet with the Circuit Festival organizers to get a better picture of the local economic impacts of the event to better gauge a financial recommendation.
