DISCUSSION REGARDING THE ANIMAL WELFARE COMMITTEE'S RECOMMENDATION TO ESTABLISH A COMMUNITY PET WASHING STATION


HISTORY:

At its June 18, 2019 meeting, the Animal Welfare Committee made a motion requesting the City Commission to consider creating a community pet washing station and to bring findings back to their committee for further discussion. 

 

At its July 17, 2019 meeting, the City Commission approved a referral to the Finance and Citywide Projects Committee by Commissioner Samuelian to further discuss this concept, present some options for location should a pilot program be agreed upon, and possible ways of self-funding.


ANALYSIS:

Public Works staff has looked into different styles of outdoor/park pet washing stations from various manufacturers. Two styles appear to  be most common.  Below is the description and retail cost of some sample pet washing station:

 

Exhibit A, Pet Fountains & Water Features: Dog-on-it Parks

  • Dual Dog Wash Station $1381
  • Deluxe Dog Watering Station (shower and pet water fountain) $2,347 each
  • Pet Fountain with Shower $3,060 each

 

Exhibit B, Commercial Dog Washing Stations: All Paws Pet Wash

  • APWs (sits inside of a building or existing structure) $15,000 each
  • Comes in completely assembled in a crate
  • Coin, bill or credit card acceptor
  • Awning option $3,500 each

 

The Parks and Recreation Department recommend Exhibit A for a pilot program should a park setting be considered, as it would be easier to install and maintain. Usage of this pet washing fountain would be free to the public. Proposed park locations in order of preference are:

 

  • Belle Isle Park – If approved by the community*
  • Washington Park (225 Washington Ave) OR
  • Washington Park Annex (196 Collins Ave) – These sites are across the street from each other
  • Flamingo Park
  • Pine Tree Park
  • North Beach Oceanside Park

 



CONCLUSION:

The Administration recommends the installation of a pet washing station from Exhibit A in one of the listed parks to evaluate the usage and effectiveness prior to consideration of larger scale implementation.
