| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST FOR QUALIFICATIONS NO. 2019-208-ND, FOR ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR A NEW FIRE STATION NUMBER 1 FACILITY; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH WANNEMACHER JENSEN ARCHITECTS, INC., AS THE TOP RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH WANNEMACHER JENSEN ARCHITECTS, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH ARCHITECTS DESIGN GROUP, AS THE SECOND RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH ARCHITECTS DESIGN GROUP, AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE GALANTE ARCHITECTURE STUDIO, INC., AS THE THIRD RANKED PROPOSER; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. |

| | | | | | | | ANALYSIS
| On May 8, 2019, the Mayor and City Commission authorized the issuance of Request for Qualifications (RFQ) 2019-208-ND for Architectural and Engineering Design Services for A New Fire Station Number 1 Facility. Responses were due and received on June 24, 2019. The City received proposals from the following eleven (11) firms:
• Aecom Technical Services, Inc.
• Alleguez Architecture, Inc.
• Architects Design Group
• Brooks + Scarpa Architects, Inc.
• R.E. Chisholm Architects, Inc.
• CPH, Inc.
• M.C. Harry & Associates, Inc.
• Saltz Michelson Architects, Inc.
• The Galante Architecture Studio, Inc.
• Wannemacher Jensen Architects, Inc.
• Wolfberg/Alvarez and Partners, Inc.
On July 9, 2019, Wolfberg/Alvarez and Partners, Inc. notified the City of their withdrawal of their proposal submission, therefore received no further consideration.
The Evaluation Committee appointed by the City Manager convened on July 12, 2019 to consider proposals received. The Committee was comprised of Sabrina Baglieri, Senior Capital Projects Coordinator, Office of Capital Improvement Projects, City of Miami Beach; Francisco Garcia, Senior Facilities Capital Projects Coordinator, Property Management Department, City of Miami Beach; Jorge Linares, Fire Division Chief, Fire Prevention Division, City of Miami Beach; Colette Satchell, Senior Capital Projects Coordinator, Office of Capital Improvement Projects, City of Miami Beach; and Thais Vieira, Senior Capital Projects Coordinator, Office of the City Manager, City of Miami Beach.
The Committee was provided an overview of the project, information relative to the City’s Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted in the ranking of proposers as indicated in Attachment A, in the following order:
1st – Wannemacher Jensen Architects, Inc.
2nd – Architects Design Group
3rd – The Galante Architecture Studio, Inc.
4th – Brooks + Scarpa Architects, Inc.
5th – Aecom Technical Services, Inc.
6th – M.C. Harry & Associates, Inc.
7th – Saltz Michelson Architects, Inc.
8th – Alleguez Architecture, Inc.
9th – Chisholm Architects, Inc.
10th – CPH, Inc.
A brief description of the top ranked proposers, as provided in their response to the RFQ, follows.
Wannemacher Jensen Architects, Inc.
Founded in St. Petersburg Florida in 1992, Wannemacher Jensen Architects (WJA) is an interdisciplinary architecture firm that designs and creates engaging spaces for working, living, learning and playing. The firm has a broad range of experience across an array of projects types and disciplines for private, municipal, and non-profit clients. WJA’s capabilities expand beyond architecture to include comprehensive master planning, interior design and design-build construction. Throughout their years in business, the firm has completed over 250 public projects for more than 25 different municipalities throughout the State of Florida on various project types including Fire & Police Stations, City Halls, Recreation Centers and Parks, and Government Offices and Service Centers.
WJA has earned a reputation for innovative recreation design. The firm’s work has received numerous industry design awards and has been recognized in various international publications for innovative recreation design.
Architects Design Group
Established in 1971, Architects Design Group (ADG) is a full service architectural and planning firm. Since then, ADG has grown to a national firm providing programming, master planning, design, and construction administration services for over 350 Governmental agencies across the United States.
ADG has primary areas of expertise include providing programming, master planning, design, and construction administration services for fire-rescue, 911 call center, and public safety facilities. ADG’s projects reflect current knowledge of facility programming, design, and ability to focus collective talents toward innovative applications. Over the past 48 years, ADG has received many honors and awards for design excellence including AIA Orlando Firm of the Year and AIA Florida Firm of the Year. Additionally, ADG has won AIA, design, and technology awards for over 75 of our municipal projects, including the Naples, FL Fire Administration and Station No. 1.
The Galante Architecture Studio, Inc.
The Galante Architecture Studio, Inc. (TGAS) was established in 1997, and is a professional design studio offering services in architecture, urban planning, and design. TGAS has had long term experience as Fire Station Specialists with a proven track record of delivering Fire Station projects under budget.
TGAS has won International Design Awards for their projects (German Design Award 2019) as well as NYC’s Design &Construction Excellence Award. In addition, TGAS speaks at two national fire stations conferences, thus staying up to date on latest technology and trends in fire station designs. TGAS writes and has been interviewed for a number of fire station publications.

| | | | | | | | CONCLUSION
| After reviewing all of the submissions and the Evaluation Committee’s rankings and commentary, I concur with the Evaluation Committee and find Wannemacher Jensen Architects, Inc. to be the best qualified firm for the project. Wannemacher Jensen Architects, Inc. has completed an extensive list of fire stations that, in addition to being functional, express a bold design vision. In fact, the firm has completed over 20 fire rescue projects that included planning and site selection, which are key elements of the City's engagement for this project. The team includes a number of sub-consultants that have worked well with the City in the past and are familiar with some of the challenges facing the City and this project.
Therefore, I recommend that the Mayor and City Commission approve the resolution authorizing the Administration to enter into negotiations with Wannemacher Jensen Architects, Inc., as the top ranked proposer; further, if the administration is not successful in negotiating an agreement with Wannemacher Jensen Architects, Inc., authorizing the administration to enter into negotiations with Architects Design Group, as the second ranked proposer; further, if the administration is not successful in negotiating an agreement with Architects Design Group, authorizing the administration to enter into negotiations with the Galante Architecture Studio, Inc., as the third ranked proposer; and further authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration.

| The costs of the related services are subject to funds availability approved through the City’s budgeting process. Grant funding will not be utilized for this project.
