On September 18, 2015, the City executed agreements with Bermello, Ajami and Partners, Inc.; C.A.P. Government, Inc.; and Eastern Engineering Group COMP, pursuant to RFQ 2015-073-JR, for plans review, inspection and permit clerk services for the Building Department. The term of the agreement is for three (3) years with the City Manager’s option to renew for an additional two (2) additional one-year terms. The current contract expiration date is September 17, 2019.
The services offered through Agreement are accessed by the Building Department to supplement its inspectors, examiners, and reviewers on as needed by the department to keep up with customer demands.
RFQ PROCESS
On April 10, 2019, the Mayor and City Commission approved the issuance of RFQ 2019-050-WG for Plans Review and Building Inspection Services. On April 15, 2019, the RFQ was issued. A voluntary pre-proposal conference to provide information to proposers submitting a response was held on April 24, 2019. Two addenda were issued. The Procurement Department issued bid notices to 484 companies utilizing www.publicpurchase.com website. 53 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on May 22, 2019. The City received proposals in response to the RFQ from the following two (2) firms: C.A.P. Government, Inc. and National Elevator Inspection Services, Inc.
On April 10, 2019, the City Commission approved the City Manager appointed Evaluation Committee. The Evaluation Committee convened on June 25, 2019, to consider proposals received. The Committee was comprised of Candelario Martinez, Chief Electrical Inspector, Building Department, City of Miami Beach, Adalberto Viciedo, Chief Structural Engineer, Building Department, City of Miami Beach, Steven Williams, Principal Planner, Planning Department, City of Miami Beach and James Zeigler, Chief Plumbing Inspector, Building Department, City of Miami Beach. The Committee was provided an overview of the project, information relative to the City’s Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ.
The evaluation process resulted in the ranking of proposers indicated in Attachment A, in the following order:
