SUBJECT:REFERRAL TO THE FINANCE AND CITYWIDE PROJECTS COMMITTEE TO DISCUSS STORMWATER CONNECTION FEES.

ANALYSIS

BACKGROUND

 

On April 26, 2017, the City Commission resolved, via Resolution No. 2017-29840, to develop a policy and engineering solution for private property owners within the City’s municipal stormwater system. Following this ordinance, certain low-lying commercial properties were tied into the City’s stormwater system.

On January 16, 2019, the City Commission expanded upon the intent of the aforementioned resolution and passed an ordinance to develop a policy and engineering solution for existing residential property owners (Resolution No. 2019-30683). Thus, the current drainage policy accommodates only residential, low-lying, property connections.

ANALYSIS


A stormwater management fee was contemplated as part of the drainage connection permit provided to commercial properties that are tied into the City’s stormwater system. Currently, this fee has not been established. However, the runoff shed by these properties into the City’s system poses real costs to the City’s stormwater enterprise fund. These costs include operational and maintenance expenses, as well as added capital costs due to capacity constraints.



CONCLUSION

Commercial properties, tied into the City’s system, deferred the upfront capital expenses required to retain their stormwater onsite. A dedicated stormwater management fee would offset the costs incurred by the City for these commercial properties. City staff recommends referring this item to the Finance and Citywide Committee to develop a commercial property stormwater connection fee that accurately captures the costs associated with these tie-ins.
