SUBJECT:REFERRAL TO THE LAND USE AND DEVELOPMENT COMMITTEE TO DISCUSS PROPOSED AMENDMENT PERTAINING TO MINIMUM HOTEL UNIT SIZE REQUIREMENTS FOR GROUND FLOOR ADDITIONS TO CONTRIBUTING BUILDINGS WITHIN THE MXE DISTRICT.

ANALYSIS

Please place on the June 5, 2019 City Commission Agenda, a referral to the Land Use and Development Committee (LUDC) to consider an ordinance amending chapter 142 of the land development regulations of the City Code pertaining to minimum hotel unit size requirements for ground floor additions to contributing buildings within the MXE district.

I previously referred an amendment to the Planning Board to streamline the permit review process and address common variances. It included a proposal to allow smaller units for rooftop additions to contributing buildings. I have subsequently received a request from a contributing property to consider ground floor additions, and upon confirmation from the Planning Director of his support, I would like the LUDC to consider an ordinance, as well as discuss the policy issues, to amend the minimum hotel unit size requirements for ground floor additions within the MXE district, with a potential referral to the Planning Board.

Hotel units are already permitted to be 200 sq. feet within existing buildings and recent legislation has allowed for the reduction in the minimum unit size requirements for hotel units in other areas of the City. This was also evidenced at both the former HD site at 9th and Penn Avenue, as well as for the Collins Park area, which was heard at the May Commission meeting, and which includes a provision for 200 sq. foot hotel units. These smaller units may be more appealing to today’s more mobile traveler, who desires to spend less time in a hotel unit and more time experiencing their destination.
