SUBJECT:UPDATE ON THE PUMP STATION PLUMES ON WEST AVENUE

BACKGROUND:
Reports of discharges into Biscayne Bay containing sediment and dark water at or near 6th Street have been received on multiple occasions over the past 3 years.  These discharges are of significant concern as protecting the water quality of Biscayne Bay is one of the City’s highest priorities.  Following notice of these reports, several tests have been conducted at this location. The results have shown that the discharges contain constituents commonly present in stormwater and groundwater and are not indicative of sewage or hydrocarbon discharges. The City is currently evaluating the drainage system to achieve additional water quality treatment.

Analysis
Public Works Staff is developing a conceptual design to provide additional water quality at the City’s stormwater outfalls. The design contemplates combining different methods of storing or exfiltrating the initial runoff that contains most of the contaminants in order to achieve the most environmentally responsible disposal of urban rainfall runoff.  This work is being explored in conjunction with the development of the new park on the 600 block of West Avenue.

CONCLUSION:
The conceptual designs are currently being developed. A final design will be required prior to applying for permits. The permitting process will require the approval of multiple regulatory entities. Staff will provide an update once the design has been further elaborated.
