DISCUSSION REGARDING THE MULTI-YEAR HOLIDAY LIGHTING IMPLEMENTATION STATUS AND 2018 SEASON OUTCOME


HISTORY:

On February 2017, the City released a Request for Proposals for vendors to design, furnish, install, maintain, remove and store holiday lighting and decorations. On July 26, 2017, Resolution 2017-29956 was adopted and authorized the Mayor and City Clerk to execute an agreement with Artistic Holiday Designs for a term of three (3) years. Year one of the contract was funded in FY 2017/18 in the amount of $430,935, which comprised 20 sites, including the Julia Tuttle Welcome Sign entrance, City Hall, Espanola Way corridors, Police Headquarters, Lincoln Road, Ocean Drive, and the 87th Street sign, as well as other points throughout the city.

 

In year two, at the January 17, 2018, Commission Meeting, the Mayor and City Commission referred the discussion to the Neighborhood/Community Affairs Committee (NCAC) directing staff to enhance 2018 year's holiday decorations. At the May 22, 2018 NCAC meeting, a motion was passed to enhance the 2018 holiday program in an additional amount not to exceed $365,000. The motion specified allocating $300,000 to supplement citywide decorations, adding focus on Northshore Oceanside Park, Lummus Park and all City entranceways, and $65,000 for Jim Morrison Production's installation on the MacArthur Causeway.

 

Upon further consideration, at the July 13, 2018 Finance and Citywide Projects Committee (FCWPC) meeting, the enhancement was approved for $140,000.00 instead of the initial requested amount. The motion specified allocating $98,000 to supplement citywide decorations for Artistic Holiday Design and $42,000 for Jim Morrison Production's installation on the MacArthur Causeway. All enhancement recommendations were approved as presented by FCWPC. The enhancement request was officially adopted during the fiscal year 2018/19 budget September 26, 2018, Commission Meeting. Furthermore, an amendment to the existing contract for the increase amount not to exceed of $100,000.00 for Artistic Holiday Design was adopted at the October 17, 2018, Commission Meeting.  



ANALYSIS:

Property Management has been working with Artistic Holiday Design on phase three design of the holiday lighting program based on the recommendations from NCAC.

Artistic Holiday Designs has provided a final proposal presentation for the design of phase three, including the reshuffling of the previous year’s décor for the holiday lighting program in 2019. The presentation attached herein includes visual aids of each targeted location and its proposed decorations. Page 34 contains a description and price for each of the following locations: South Pointe Park, Alton South of 5th, Ocean Drive, Lincoln Road, Anchor Garage, Fire Station 2 and 3, Sunset Garage, Collins Park, Convention Center Drive, 73rd& Ocean Terrace, 41st Street with nativity scene next to the menorah, Collins 44th- 64th, and Normandy Fountain. The total cost for the enhancements proposed for 2019 is $ 195,969.13.

 

Enhancements for phase three of the holiday lighting décor will further augment and expand holiday lighting to other areas throughout the City meeting key intended outcomes to enhance and beautify urban and residential neighborhoods, historic assets, select neighborhoods and redevelopment areas.





CONCLUSION:
Staff seeks final recommendation based on the presentation attached herein, to present at the next Finance and Citywide Projects Committee Meeting on May 31,2019 to meet the deadlines for the budget enhancement request for FY 19-20, as well as, fabrication and installation milestones.
