SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AT ITS JANUARY 28, 2019 MEETING, TO PROVIDE FUNDING FOR AIRA TECHNOLOGY IN THE TOTAL AMOUNT OF $5,000, TO ASSIST RESIDENTS AND VISITORS WHO ARE BLIND OR VISUALLY IMPAIRED WITH ACCESSIBLE WAYFINDING VIA A LIVE AGENT SERVICE PROVIDED THROUGH THE AIRA MOBILE APPLICATION.


RECOMMENDATION

The Administration recommends approving the Resolution.

ANALYSIS

The Disability Access Committee (DAC) sent a Letter to Commission in May 2018 requesting $5,000 in funding for a pilot program to test the Aira Wayfinding Technology for the blind. The technology has an app that is free to download, however there is a fee to access the live agent service. The live agent, provides visual descriptions and orientation via the user’s smartphone camera.

After several discussions with City Administration about the proposed scope of service in Miami Beach, a referral was placed to the Neighborhoods/Community Affairs Committee (NCAC). At its January 28, 2019 meeting, the Committee made a motion to approve a $5,000 in funding to be used for a pilot program that would include 2,500 minutes (at a fee of $2 per minute).

Under the Miami Beach pilot, the program will provide wayfinding, navigation through construction zones, bus stop locations, building addresses, audible pedestrian signal crossings, to name a few.

Analysis


Public Works staff will provide the vendor with an Acceptable Use Policy for the vendor’s agents and users to follow, as well as a Geographic Information Systems (GIS) map identifying all City assets related to pedestrian use in the public right of way. Following the approval of the pilot through the City Commission, an outreach will be conducted by the office of Communications. Funds from the Miami Dade Parking Fines Reimbursement Fund will be used for the pilot program.

CONCLUSION

The Administration recommends approving the Resolution.
