SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AN AGREEMENT BETWEEN THE CITY AND HAZEN AND SAWYER, INC., PURSUANT TO REQUEST FOR PROPOSALS (RFQ) 2022-122-ND, FOR ENGINEERING SERVICES FOR WATER AND WASTEWATER SYSTEM PROJECTS, TO COMPLETE THE ENGINEERING AND CONSULTING SERVICES REQUIRED FOR THE DESIGN AND POST-DESIGN SERVICES OF THE BELLE ISLE WATER BOOSTER PUMP STATION (W-5) REHABILITATION RESILIENCY IMPROVEMENT PROJECT (THE “AGREEMENT”), AND FURTHER, AUTHORIZING A WORK ORDER  IN THE AMOUNT OF $558,664.59; AND FURTHER, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE THE AGREEMENT.

RECOMMENDATION

The Administration recommends approving the engineering and consulting services for the Belle Isle Water Booster Pump Station (W-5) Rehabilitation and Resiliency Improvement Project as described in the scope proposal from Hazen & Sawyer, Inc. (PC), a copy of which is attached.

 

This scope is as follows: (1) Design of hardening, and storm proofing of the pump station and pump station building; (2) Design of the replacement of aging pipes, pumps, valves, bypass and related infrastructure; (3) Evaluation and design of structural and electrical components related to hardening; (4) Site accessibility improvements; (5) Design of new fuel generator; (6) Surveying and geotechnical services in the amount not to exceed $558,664.59.

BACKGROUND/HISTORY

On January 12, 2022, the City executed grant agreement #I0135 with the Department of Economic Opportunity for the hardening and resiliency improvements of the Belle Isle Water Booster Pump Station (W-5). The grant agreement is valued at $2,400,000.

 

On June 22, 2022 the City Commission accepted the recommendation of the City Manager, pertaining to Request for Qualifications No. 2022-122-ND, for Engineering Services for Water and Wastewater Systems Project; and authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C., the top-ranked proposer, and A&P Consulting Transportation Engineers Corp., the Second-ranked Proposer, to serve as Co-Primary Consultants in addition to a prequalified pool of vendors for smaller projects (due to the estimate of projects to be implemented through 2027 being approximately $230 Million, and significant amount of work to being implemented), following a rigorous selection process.

 

On February 8, 2023, the City and Hazen & Sawyer, Inc. entered into an Agreement for the Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122-ND, having an initial term of three (3) years, with two (2) one-year renewal terms.

ANALYSIS

The Belle Isle Water Booster Station (W-5) Rehabilitation and Resiliency Improvement Projects is a priority water management project in Middle Beach.

 

The pump station was identified as a High Criticality asset in the City of Miami Beach Water & Sewer Renewal and Replacement Report dated May 2018 and was included in the 2020-2024 implementation timeframe in the City of Miami Beach Water System Master Plan dated October 2019.

 

This project seeks to increase the resilience of W-5 by rehabilitating the mechanical, structural, and electrical equipment; instrumentation and controls; ventilation and air conditioning systems; and performing overall facility hardening. A new emergency generator and fuel tank will be installed at the electrical building with sufficient capacity to run the belle isle booster station (W-5) and the sewer pump station (PS-10).

 

Additionally, these improvements will harden the station with the primary objective of mitigating flooding and water infiltration caused by intense rain events, high tides, and sea level rise. This pump station is used to supplement the system pressure supplied by the 30-inch interconnect from the Miami Dade Water and Sewer Department (WASD) system and increases system reliability during emergencies.

 

Furthermore, the Public Works Department is supported in the construction of hardening and resiliency improvements to the pump station by a $2,400,000 grant agreement with the Department of Economic Opportunity.  

 

This project will take the existing critical pump station and develop the changes to ensure it performs as a resilient, reliable, and safe cornerstone of the water infrastructure for the City of Miami Beach.

 

Procurement Selection Process:

 

Pursuant to Request for Proposals (RFQ) 2022-122-ND Engineering Services for Water and Wastewater System Projects between the City and Hazen & Sawyer, Inc. and authorizing a work order to complete the engineering and consulting services required in the lump sum amount of $558,664.59.

 

The Administration agrees with Hazen & Sawyer, Inc.’s scope of work and is prepared to move forward to the full Commission for approval.

SUPPORTING SURVEY DATA

Results from the 2022 Resident Survey related to the City's perception and satisfaction show an overall approval of 67.4% and rated the City as a good place to live.

FINANCIAL INFORMATION

The total project budget for design services is $558,664.59. This project will provide a cost estimate for the proposed infrastructure improvements. The City has been awarded a total of $2.4M in Community Development Block Grant Mitigation Program funds from the Department of Economic Opportunity (DEO) for the hardening and resiliency improvements of the Belle Isle Water Booster Pump Station (W-5).

 

This project is funded under the City’s Five-Year Water and Sewer Capital Improvement Plan and the DEO Grant.

CONCLUSION

The Administration recommends approving the engineering and consulting services for the Belle Isle Water Booster Pump Station (W-5) Rehabilitation and Resiliency Improvement Project as described in the scope proposal from Hazen & Sawyer, Inc. (PC), a copy of which is attached.  These services were competitively procured through RFQ 2022-122-ND.
