SUBJECT:REFERRAL TO THE NEIGHBORHOOD AND QUALITY OF LIFE COMMITTEE TO CONSIDER AMENDING THE CITY CODE TO ESTABLISH REGULATIONS FOR SINGLE-FAMILY RESIDENTIAL DISTRICT PARKING ALONG TWO-WAY ROADS AND SWALE AREAS.

BACKGROUND/HISTORY

Please place on the February 9, 2022 City Commission agenda a discussion to review proposed amendments to the City Code to establish uniform regulations governing parking on two-way roadways and City-owned swale areas in single-family residential neighborhoods.

 

Many residents have expressed a need establishing parking rules and enforcement to address parking congestion in swale areas due to social gatherings and house parties in residential neighborhoods. A uniform parking approach would serve to mitigate the adverse impacts caused by parking congestion, preserve the aesthetic and residential character of beautiful single-family neighborhoods, and may potentially enhance pedestrian and bicycle safety.

I specifically request that the NQLC review the proposed Ordinance amendment set forth below, which is similar to legislation adopted by the City of Coral Gables:

Single-Family Residential District Parking.

(a) Except where expressly designated, every vehicle stopped or parked upon a two-way roadway or swale, shall be parallel parked and so stopped or parked in the direction of authorized traffic movement. When so parked or stopped, a vehicle's right-hand wheels shall be parallel to and within 12 inches of the right-hand curb or sidewalk where parking is permitted.

(b) Except where expressly designated, every vehicle stopped or parked upon a one-way roadway shall be parallel parked and so stopped or parked in the direction of authorized traffic movement with its right-hand wheels within 12 inches of the right-hand curb or edge of the roadway, or its left wheels within 12 inches of the left-hand curb where parking is permitted.

(c) Angled parking is only permissible where designated by official sign or markings.

(d) Exceptions shall be permitted as approved by the Parking and Transportation Department.
