SUBJECT:AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE MIAMI BEACH CITY CODE, ENTITLED "ADMINISTRATION," BY AMENDING ARTICLE Ill, ENTITLED "AGENCIES, BOARDS, AND COMMITTEES," BY AMENDING DIVISION 20 THEREOF, ENTITLED "POLICE/CITIZEN RELATIONS COMMITTEE;" TO CHANGE THE NAME OF THE COMMITTEE TO THE "PUBLIC SAFETY ADVISORY COMMITTEE;" BY AMENDING SECTION 2-190.36 THEREOF, TO REFLECT THE NAME CHANGE; BY AMENDING SECTIONS 2.-190.37-190.39 THEREOF, TO EXPAND THE PURPOSE, POWERS, DUTIES, COMPOSITION, AND REQUIRED KNOWLEDGE AND EXPERIENCE OF MEMBERS OF THE COMMITTEE; AND, PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE.  

ANALYSIS

Pursuant to the request of Commissioner Alex Fernandez, the above-referenced Ordinance is submitted on First Reading for consideration by the Mayor and City Commission at the March 9, 2022 City Commission meeting.


The proposed Ordinance would change the name of the Police/Citizen Relations Committee to the “Public Safety Advisory Committee,” and expands the purpose of the Committee from just focusing on law enforcement related matters, to a more holistic and comprehensive approach that better addresses public safety concerns of City’s residents and businesses. The reconstructed Committee would allow residents to provide greater input into matters concerning public safety, and make recommendations for consideration by the City Commission and departments responsible for public safety, such as the Police Department, Fire Department, Public Works Department, Parking Department, Code Enforcement, and Office of Housing and Community Services.

The proposed Ordinance will further amend the powers and duties, as well as the required knowledge and experience of the Committee members, consistent with the new, expanded purpose of the Committee.
