| SUBJECT: | REFERRAL TO THE NEIGHBORHOOD AND QUALITY OF LIFE COMMITTEE TO DISCUSS EXCESSIVE NOISE FROM PARTIES AND SPECIAL EVENTS IN RESIDENTIAL NEIGHBORHOODS, THE EFFORTS BY THE POLICE AND CODE COMPLIANCE DEPARTMENTS TO RESPOND TO RESIDENTIAL NOISE COMPLAINTS, AND WHETHER ANY ADDITIONAL LEGISLATION SHOULD BE CONSIDERED TO ASSIST THE CITY IN ITS ENFORCEMENT EFFORTS. |

| Please place on the December 8, 2021 City Commission agenda a referral to the Neighborhood and Quality of Life Committee to discuss excessive noise emanating from parties and special events in residential neighborhoods, most recently during the 2021 Art Basel event period, and the efforts by the City’s Police and Code Compliance departments to address residential noise complaints. As part of this referral, I request that the Administration address its general approach to responding to residential noise complaints, including any challenges or constraints experienced by officers responding to complaints, and whether any additional enforcement tools or legislation should be considered to assist the City in its effort to mitigate undesirable noise and protect residents’ quality of life.
