DISCUSS AND TAKE POSSIBLE ACTION RELATED TO THE CARBYNE 911 SOLUTION.



ANALYSIS

I am requesting a discussion Item with possible action related to the Carbyne 911 solution, including a short 5-minute public presentation from Carbyne at the June 23, 2021 City Commission meeting.

After the presentation, I will ask my colleagues to support directing the Administration to meet with Carbyne to discuss the possibility of a pilot or other program in the City of Miami Beach in order to have recommendations, if any, from the Administration for the July 28 Commission meeting. I would like to have this issue evaluated in order to include any amounts in the FY-22 budget as needed, and as may be supported by the Board.

The Miami-Dade County Board of County Commissioners recently directed the County Mayor to negotiate and, if successful, execute an agreement with Carbyne Ltd. (“Carbyne”) for a pilot project implementing innovative technology to modernize and enhance the County’s 911 system. Carbyne’s proprietary solution enables emergency 911 dispatchers to identify the exact location of incoming calls and communicate with 911 callers via text message and live video chat, without the need to install any app on the caller’s mobile phone. Carbyne has deployed its solution in many cities throughout the world, including Tel Aviv, Mexico City, and New Orleans. Currently, Carbyne’s technology covers more than 400 million citizens, has streamed more than one million minutes of video to 911, and delivers over 155 million accurate location sessions a year, making it one of the world’s largest providers of rich data to emergency services.
