SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOODS AND QUALITY OF LIFE COMMITTEE AND FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT THEIR MAY 19, 2021 AND MAY 21, 2021 MEETINGS, RESPECTIVELY, TO REINSTATE THE SUBSTITUTE TEACHER INCENTIVE PROGRAM FOR ELIGIBLE MIAMI BEACH RESIDENTS, IN AN AMOUNT NOT TO EXCEED $5,000 (PROGRAM FUNDS), FOR THE 2021-2022 SCHOOL YEAR AND FOR EACH YEAR THEREAFTER; AND AUTHORIZING THE APPROPRIATION OF PROGRAM FUNDS FOR THE INITIAL YEAR FROM THE CITY’S BUDGET FOR FISCAL YEAR 2021; AND FURTHER AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ANY REQUIRED AGREEMENTS AND DOCUMENTS TO IMPLEMENT THE PROGRAM.


RECOMMENDATION

Accept the recommendation of both the Neighborhood and Quality of Life Committee and Finance and Economic Resiliency Committee to implement a Substitute Teacher Incentive Program for Miami Beach eligible residents to serve as substitute teachers at Miami Beach Nautilus Middle School and other Miami Beach public schools as needed allowing for reimbursement to eligible residents of up to $300 for application requirements and a citywide parking decal for the applicable school year.  Funding of up to $5,000 per fiscal year beginning in FY22.

BACKGROUND/HISTORY

In January 2008, the City of Miami Beach entered into an Education Compact with Miami-Dade County Public Schools (MDCPS) to enhance learning opportunities for youth.   The Compact reflects the desire of the Miami Beach community to support excellence in the City’s public schools.   The Compact currently addresses and supports the following priority areas: Teacher Recruitment/Retention; Communication; Parental Involvement/Family Support; Youth and Community Engagement; Health and Well-Being; Student Achievement; Safety; and Technology.

 

In 2012, the City established a Substitute Teacher Incentive Program to assist with the recruitment of Miami Beach residents to serve as substitute teachers for Miami Beach Nautilus Middle School.   In 2016 the program was discontinued and allocated funds ($3,000) were redirected to other educational enhancements.   Participating residents were to be issued a citywide parking decal for three months following six days of substitute teaching at the middle school.   Based on information received from the principal at the time, Miami Beach residents did not serve as substitute teachers during that time period.

 

At the March 16, 2021 Committee for Quality Education meeting, members requested to reinstate the City's Substitute Incentive Program via the below motion:

The Committee for Quality Education requests the Mayor and City Commission reinstate the

incentive program to recruit residents of Miami Beach to become substitute teachers for Miami

Beach public schools and offer them an incentive such as a citywide parking permit or funding of the cost to attain a substitute teacher certification.

The Committee for Quality Education urges the Mayor and Commission to support the above

request.

Motion Passage: Votes 11-0

 

The item was unanimously approved at the May 19, 2021 Neighborhoods and Quality of Life Committee meeting and the May 21, 2021 Finance and Economic Resiliency Committee meeting.   At the Finance and Economic Resiliency Committee meeting a motion was made to support the program in an amount not to exceed $5,000.00 for the reimbursement of eligible Miami Beach residents for Miami-Dade County Public School substitute teacher credential requirements and the issuance of a citywide parking decal aligned to the school year for the applicable school year.


ANALYSIS

Based on current information posted to the Miami-Dade County Public School website, the procedure to become a substitute teacher with M-DCPS includes, but is not limited to, the following upfront expenditures to attain the substitute teacher credential:

  • $118.22   Miami-Dade College In-State Tuition Fee EDG 2311
  • $28.00     Substitute Teacher Handbook
  • $71.00     MDCPS Fingerprinting Fee
  • $30.00     Transcripts from Colleges (Estimated)

 

The total approximate cost to receive the M-DCPS Substitute Teacher credential is $277.22.
