SUBJECT:REFERRAL TO THE NEIGHBORHOOD AND QUALITY OF LIFE COMMITTEE TO DISCUSS THE HISPANIC AFFAIRS COMMITTEE MOTION ASKING THAT THE MAYOR AND COMMISSION REQUIRE THAT CITY STAFF AND BOARD MEMBERS RECEIVE ETHICS TRAINING FROM THE MIAMI-DADE COUNTY COMMISSION ON ETHICS AND PUBLIC TRUST.

ANALYSIS

On November 5, 2020 the Hispanic Affairs Committee passed the following motion unanimously (attached):

 

Motion to request that the Mayor and Commission require Staff and Board members receive Ethics Training from the Miami-Dade County Commission on Ethics and Public Trust. Given that the Ethics Commission offers ordinance required ethics training to all County and municipal boards. Additionally, they offer courtesy training as an outreach function to other governmental and private non-profit boards upon request. This training focuses on the County Ethics Ordinance and Florida's Sunshine and Public Records laws. The requested training would ensure all appointed board and committee members understand the basic law and would be intended to provide a better understanding of the importance of ethics in public service. This training would enhance and supersede the training provided by the Office of the City Attorney on Ethics/Sunshine Law which places the burden on the Liaison to call for and schedule the training.

 

This item asks that the committee discuss implementing this recommendations.
