| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF LISSETTE GARCIA ARROGANTE AS THE TOURISM AND CULTURE DIRECTOR FOR THE TOURISM AND CULTURE DEPARTMENT OF THE CITY OF MIAMI BEACH. |

| Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended that the Mayor and the City Commission adopt the attached resolution consenting and confirming Lissette Garcia Arrogante as the Director of the Tourism and Culture Department for the City of Miami Beach. |

| | | | | | | | ANALYSIS
| Ms. Garcia Arrogante has over twenty years of professional and management experience in public, corporate, and nonprofit expertise in arts and culture. Along with serving as an independent art consultant since 2012, Lissette is skilled at building and managing diverse groups, as well as leading efforts to achieve greater social impact.
During her two decades plus in the arts and cultural community, Ms. Garcia Arrogante has gained an in depth understanding of their value and impact to the greater community. She has the ability to leverage the economic impact by implementing arts-based strategies to deal with economic and community development.
Most recently, Lissette was the Director of the City of Savannah Cultural Resources Department and the Savannah Cultural Affairs Center, a new $27-million-dollar 39,000 square-foot public facility that includes the Ben Tucker Theater, performing arts studio, five visual arts classrooms, and art gallery. As the Director, she managed the department and the facility’s daily operations, visual and performing arts programming, implementing a new on-line grant software and the proposal for a new public art ordinance.
In 2016-2017, Lissette was the National Urban Fellow at The Cleveland Foundation where she was the project lead for a $3.2-million dollar creative placemaking project, the PNC Glenville Arts Campus, and international artist residency for FRONT International, Cleveland’s first triennial exhibition.
As Director of Special Projects at The Harpo Foundation, Ms. Garcia Arrogante managed new initiatives for the Native American Artist Residency Fellowship and Emerging Artist Residency Fellowship programs. She oversaw Harpos’ rebranding initiative, including the redesign of the website and establishing the organization’s presence on social media.
Ms. Garcia Arrogante’s experience in the arts includes serving as the Regional Director of the Artist Pension Trust, the first investment program tailored to the needs of emerging and mid-careers artists. While at the APT, Lisette managed the acquisition of a mulit-million dollar art collection and the annual investments of 250+ contemporary visual artists.
Lissette brings extensive experience in producing cultural and community events and concerts, including the Bang! Music Festival, WordSpeak and JAM at the MAM.
Lissette Garcia Arrogante received Bachelor’s Degree in Art History from Florida International University. She went on to Graduate School at Baruch College, where she earned a Master’s of Public Administration with an emphasis in Non-Profit.

| Ms. Garcia Arrogante’s prior work experience in the Arts & Cultural field will be invaluable in her role as the incoming Tourism and Culture Director for the City of Miami Beach.
Pursuant to the requirements of Article IV, Section 4.02, of the City Charter, it is recommended that the Mayor and City Commission adopt the resolution consenting and confirming Lissette Arrogante as Director of the Tourism and Cultural Department.
