| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE MIAMI BEACH VISITOR AND CONVENTION AUTHORITY’S (“MBVCA”) JUNE 3, 2020 RESOLUTION TO REDUCE ITS REQUIRED ALLOCATION OF RESORT TAX MONIES BY FIFTY PERCENT (50%) FOR FY 2021 IN RECOGNITION OF THE IMPACT OF THE COVID-19 PANDEMIC ON THE CITY’S FY 2021 BUDGET, AND APPROVING THE FIFTY PERCENT (50%) REDUCTION OF THE MBVCA’S REQUIRED ALLOCATION OF RESORT TAX MONIES FOR FY 2021, PURSUANT TO SECTION 102-253 OF THE CITY CODE. |

| | | | | | | | BACKGROUND/HISTORY
| The Miami Beach Visitor and Convention Authority (MBVCA) was created pursuant to Chapter 67-930 of the Laws of Florida, and Sections 102-246 through 102-254 of the City of Miami Beach Code.
The MBVCA's mission is to proactively recruit, develop, and financially support and partner with events, festivals, programs and activities that are innovative, high quality and representative of our City, which garner positive and or noteworthy media awareness, which enhance and augment the reputation of Miami Beach and the experience for tourists, year-round and significantly impact our local hospitality and culinary business.
The MBVCA is a seven member authority, appointed by the City of Miami Beach Commission, with the goal of encouraging, developing and promoting the image of Miami Beach locally, nationally and internationally as a vibrant community and superb tourist destination.
The MBVCA strategically focuses its funding investments in a balanced manner, fostering outstanding existing programs, stimulating new activities, and encouraging partnerships.
The MBVCA is committed to a careful, long-term plan for allocation of resources to build the uniqueness of Miami Beach as ones of the world's greatest communities and tourism destinations.

| | | | | | | | ANALYSIS
| Pursuant to its enabling legislation, as set forth in Sections 102-246 through 102-254 of the City Code, five percent (5%) of the two percent (2%) Municipal Resort Tax (“Resort Tax”) monies collected by the City shall be allocated to the MBVCA each year, with the MBVCA’s budget for each fiscal year further subject to approval by the Mayor and Commission.
Pursuant to Section 102-253 of the City Code, any modification to the required allocation of Resort Tax funding for the MBVCA is subject to approval by an affirmative vote of a majority of the members of the MBVCA, in addition to the affirmative vote of a majority of the members of the City Commission.
In recognition of the impact of COVID- 19 on the City’s economy and the adverse impact to the City’s FY 2021 budget, on June 3, 2020, the MBVCA Board unanimously approved a Resolution accepting a fifty percent (50%) reduction of its Resort Tax allocation for FY 2021, a copy of which Resolution is attached as Exhibit A. |
